Shanghai Party Institute of the CPC (SPI) (Shanghai Administration Institute, SAI) is an educational institution for cultivating Party leading cadres under the direct leadership of the CPC Shanghai Municipal Committee. It serves as a key department of the CPC Shanghai Municipal Committee, the main channel for cadre education and training, an important base for the Party’s ideological and theoretical development, as well as a research institution and think tank for philosophy and social sciences under the Party and the state.
