International Cooperation

Shanghai Party Institute (SPI) of CPC (Shanghai Administration Institute, SAI) adheres to a dual approach of “Bringing In” and “Going Global,” conducting academic exchanges and cooperation with overseas research institutions and think tanks in diverse forms. SPI(SAI)  aims at building distinctive platforms for sharing governance experience, communicating academic theories, facilitating mutual learning among civilizations, and enhancing international cooperation. At present, SPI(SAI) maintains stable partnerships with over 30 international counterparts spanning six continents and its international exchange and cooperation activities include the following key domains:

Reciprocal Visits

SPI(SAI) annually hosts important international visitors, including high-level delegations, partners, and renowned experts and scholars. Concurrently, leaders of SPI(SAI) regularly lead delegations abroad to engage in academic dialogues and exchanges with overseas partners.

External Training

SPI(SAI) undertakes four categories of cross-border training programs: international, Hong Kong and Macao training programs; overseas training programs for municipal leading officials; sino-foreign cooperative training programs; and foreign-related online training programs. To better carry out training activities, SPI(SAI) strives to develop a high-quality and efficient training system characterized as most reflective of Chinese characteristics, most distinctive of Shanghai features, most representative of the Party School through thematic, modular, and menu-based course designs.

Academic Exchanges

SPI(SAI) regularly organizes bilateral and multilateral international academic conferences and think tank forums focusing on fields such as  economy, politics, society, culture, and the ecological environment. As a member of the International Association of Schools and Institutes of Administration (IASIA) and the International Federation of Library Associations and Institutions (IFLA), SPI(SAI) actively supports its faculty members in attending significant international academic conferences to make presentations. Furthermore, SPI(SAI) regularly selects professors and researchers to countries such as the United States, Germany, and Singapore for study and research. Meanwhile, experts are also organized to deliver online and offline themed lectures for partners in countries like Mongolia and Cuba.

Postgraduate Exchanges
       SPI(SAI) currently has over 200 postgraduate students majoring in philosophy, political science, economics, social sciences and public administration. SPI(SAI) maintains an ongoing postgraduate student exchange program with the North-West Institute of Management  (NWIM) in Russia and is actively working to expand postgraduate students exchange programs with more overseas partner institutions.
