We are pleased to announce that the Eastern Regional Organization for Public Administration (EROPA) shall hold its 2015 Annual Conference in Shanghai, China from October 17-21, 2015.
EROPA is a UN international academic organization established in 1960 in the Philippines, focusing on public administration for socio-economic and political development in Asia and the Pacific. EROPA is also a knowledge forum for the exchange of experiences, innovations and best practices that enhance the efficiency, effectiveness and transparency of governments and other organizations.
The Organizing Committee cordially invites professionals, academics and practitioners, PhD students and young researchers in public administration in the eastern region and beyond to participate in the conference and make presentations.
I. Rationale
Most state members of the Eastern Regional Organization for Public Administration (EROPA) are or once were the emerging industrialized countries in the region. Their governments have played and continue to play an important role in charting their development and also East Asia’s success. Influenced by neo-liberalism and new public management paradigms over the past 30 years or more, most of these countries have also gone through government reforms punctuated by marketization and privatization. Today, it is ripe for the public administration community to draw experiences and learn lessons from these government reforms, identify better handles to balance the contributions of the government and the market, and promote the modernization of the states and the governance of good practices in emerging markets.
II. Conference Goals
The conference will provide a platform for knowledge communication, sharing on public sector reforms, innovations and good governance practices in Asia and the Pacific. Specifically, it will:
• Discuss trends, emerging issues and challenges, as well as solutions and recommendations to address governance and development problems in the region;
• Showcase the experiences and best practices of countries in emerging markets; and
• Seek directions towards the futures of emerging market-driven states in Asia and the Pacific.
III. Conference Theme & Sub-themes
The theme of the conference is Modernization of Governance: Reforms and Good Practices in Emerging Markets, and the three sub-themes are as follows:
A. The Roles of the Government and the Market: Experience and Lessons from the Emerging Markets
This sub-theme will focus on the roles, contributions, complementation, conflicts, burdens and relationship between the government and the market, as well as the trends, issues and challenges of a NPM-centered development. It asks key issues, among which are the following: How should we define the relationship between the government and the market? What are the roles, complementation, conflicts and contributions of each sector? How can partnership and collaborative governance be forged? How can better public administration be promoted based on the lessons of market-oriented reforms in the past?
B. Decentralization, Deregulation and Liberalization: Market-Oriented Reforms and Government Capacity
Most countries in the world today are going through marketization, privatization, and decentralization, based on the theories and approaches in new public management and governance. Their successful stories and lessons learned are worthy of review and reflection. Among many of key issues under this sub-theme are: What policy and other reforms in governments were adopted and why? What were the key success and failure factors in these market-oriented reforms in the public sector? What were the lessons in decentralization, liberalization and deregulation? How should market-oriented reforms be redone? What were the implications and effects of these reforms in public sector power, performance, productivity and integrity? How can better governments and public administration be promoted?
C. Managerial Innovation: Improving Governments and Governance
One of the goals of public sectors reforms is to achieve a shift from governing to governance, improve government capacity and performance, enhance innovation and good practices in the public management system, rebuild trust, democratize power, foster collaboration, competition and cooperation, and promote the modernization of state governance systems. Among the key issues to be discussed here are: What are the futures, new contents, directions and prospects of government reforms? What are the challenges and difficulties in fostering innovation and change? How shall we transform governments and governance in the era of technological revolution and climate change? What is the role of government and public administration under the new multi-governance context? What direction and approach should we take to promote the modernization of governments and governance?
IIII. Special Session on Best Practices in Electronic Public Service and Governance
During the conference, the E-government Research Center of EROPA will hold the Special Session on Best Practice in Electronic Public Service and Governance. Experts, scholars and practitioners from the e-governance field are invited to present and share their views and studies on the state, progress, innovation and development of electronic public service, as well as its contribution for better quality of public service in the region.
Its three sub-themes are as follows:
A. Innovations and Models of Electronic Public Service and Governance
Aiming at enhancing the efficiency and quality of public service, the E-public service has broad scope and prospects for development. It undergoes continuous innovation and modeling. The core of E-public service is to strengthen the collaboration and interaction among governments, markets and societies, and maximize the efficiency of E-public service resources. This sub-theme session will talk about the big data in E-public service and governance, the technical means for E-public service delivery, the construction of E-public service platforms, and the coordinated development model of E-public service.
B. Standards and Quality Assurance in Electronic Public Service and Governance
The achievement of highly-efficient, orderly and diversified E-public service will rely on a uniform and standardized E-public service system. The focus of this sub-theme will be on, among others, the content standards, technical standards, model standards, standard development and management of E-public service and governance.
C. Assessment and Accountability of Electronic Public Service
Assessment and accountability are the important means to improve the efficiency and quality of E-public service. Especially under the background of the continuous development of customer-oriented service and service outsourcing, the demand for strengthening the assessment on and accountability of E-public service is becoming increasingly visible. Many countries have made fruitful explorations in this regard. The focus of the sub-theme will be on the assessment indicator systems, the operating and accountability mechanisms of electronic public service.
Paper Submission Guidelines:
• Paper presenters should submit papers that will address the themes and sub-themes of the Conference.
• All the papers should be written in English.
• Paper presenters should first submit an abstract of around 200 words before June 30, together with a biographical sketch within 100 words. Letter of acceptance will be sent to the prospective presenters before July 30, prior to the submission of a full paper and Power Point for presentation.
• Prospective presenters who have received the letter of acceptance should please submit full papers and Power Point for presentation before September 30. Papers should be from 6,000 to 8,000 words long, inclusive of notes and references, and should be typed double-spaced in A4 size paper, using the Times New Roman font, with font size 12 pt. Use of figures, graphs and tables must be included if necessary.
• Papers should be organized according to the following sequence: title of paper, name of author/s, abstract, main text, references, and appendices (if necessary).
• Papers should include a cover page, consisting of the following information: title of paper, sub-theme, institution or agency, country, and contact information, as well as logistic support needed (i.e. need for television or additional computer unit, etc.). These should be typed on a sheet separate from the paper.
• References should include the name of author/s, publication year, title of the article/book/journal/paper, place of publication, and publisher. Referencing and citation should follow the APA style. For more information on this citation format, please visit http://www.apastyle.org.
• Each paper presenter is allowed a maximum of 20 minutes for presentation and answering questions from the audience.
• The Asian Review of Public Administration (ARPA) journal will consider quality papers on important and internationally relevant developments on public administration and governance in the Asia Pacific region. Paper presenters who wish to have their papers published in the journal must adhere to the general referencing format and style guidelines set forth by the ARPA Editorial Board. The conference website will open at late April or early May of 2015, and on-line pre-registration will also begin immediately after the commencement of the website. More conference information including the website address will be released in the Aide Memoire which will be available also at late April or early May and sent to potential participants through emails by EROPA Secretariat and the local hosts.
