Brief on SPI/SAI

Shanghai Party Institute (SPI) ofCPC (Shanghai Administration Institute, SAI) is an educational institution for cultivating Party leading cadres under the direct leadership of the CPC Shanghai Municipal Committee. It serves as a key department of the CPC Shanghai Municipal Committee, the main channel for cadre education and training, an important base for the Party’s ideological and theoretical development, as well as a research institution and think tank for philosophy and social sciences under the Party and the state.

SPI was established on June 16, 1949. It suspended operation during the Cultural Revolution and resumed operation in November 1977. In 1986, the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government decided that SPI would concurrently run Shanghai Administrative CadresInstitute. In 1989, Shanghai Administrative CadresInstitute was renamed Shanghai Administration Institute. In 2013, the CPC Shanghai Municipal Committee decided to consolidate and optimize Party schoolresources under the oversight of major sector Party committees (systems) and establish five SPI branches. In 2014, the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government approved that the five SPI branches concurrently ran theirrespective SAI branches. In 2017, the CPC Shanghai Municipal Committee decided to deepen SPI’s institutional reformto further optimize the resources for the training of cadres at the municipal level. In May 2018, with the approval of the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government, except that the human, financial, and material resources of the SPI/SAI 4th branch school were transferred to Shanghai Institute of Socialism, the SPI/SAI 1st, 2nd, 3rd, and 5th branch schools were merged into SPI/SAI as a whole.

SPI/SAI currently has more than 400 permanent faculty and staff members, among which there are more than 140 full-time teaching and research personnel. It has a main campus and two branch campuses. The main campus is located at No. 200 and No. 123 Hongcaonan Road, Xuhui District. The Dianshan Lake Campus is located at No. 18, Lane 301, Lvhu Road, Zhujiajiao Town, Qingpu District, and the Meilong Campus is located at No. 161 Meilong Road, Xuhui District. SPI/SAI can accommodate over 1,500 resident traineessimultaneously for training programs.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, SPI/SAI thoroughly implements the guiding principles of General Secretary Xi Jinping’s important instructions on running and managing Party schools, as well as the Regulations on the Work of Party Schools (Administrative Institutes) of the Communist Party of China. It follows closely the major decision-making arrangements of the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government, adheres to the fundamental principle that the Party school is a school of the Party, stays true to the original aspiration of “cultivating talents for the Party and offering suggestions for the Party,” upholds the concept of running a “modern, comprehensive, research-oriented, and open” school, and advocates the motto of “loyalty, truth-seeking, and pioneering.” With the goal of building a first-class provincial Party school (administrative institute) nationwide, taking high-quality development as the theme and reform and innovation as the fundamental driving force, SPI/SAI gives full play to the roles of cadre training, ideological guidance, theoretical construction, and decision-making consultation at a higher level, and makes every effort to create a new chapter for the development of the Party school (administrative institute) for a new era, making new contributions to the construction of a high-quality and professional cadre team in Shanghai that is commensurate with the city’s goal of becoming a socialist modern international metropolis with global influence.
