On May 23, the bilateral international academic seminar co-sponsored by Shanghai Administration Institute (SAI) and Russian Northwest Academy of Public Administration was held. The scholars, experts and members from the Division of Research Management, Foreign Affairs Office and Department of Economics，and Shanghai Development Academy of SAI met their counterparts from Russian North-West Academy of Public Administration, making a discussion on the topic of "Transformation and Development of Metropolises: Functions of Government and Market".

Professor JU Lixin and Associate Professor PAN Wenxuan addressed the seminar respectively on "Study of Synthesis Mechanism in Urban Clusters" and "Promoting Reform through Opening-up----the Construction of China (Shanghai) Pilot Free Trade Zone" in English. Associate Professor Vasily Benstai and Dr. Alexey from Russia addressed the seminar respectively on "Functions of Private Sectors in the Sustainable Development of Modern Metropolises----Taking Saint Petersburg as Example" and "Economic and Social Development of Saint Petersburg in the Trend of Globalization". The experts and scholars from the two parties also made discussions on contents of the lectures and fields they were interested in. Ms. Yevgeniya, representative of the Russian Academy, made a summary of the seminar, saying that the seminar yielded substantial results and was a witness to the cooperation between the two parties for the past three consecutive years. She hoped that the two parties would have exchanges and collaborations in a broader scope in the future.

The seminar will further enhance the cooperation between SAI and Russian Northwest Academy of Public Administration, and will have a positive impact on the expansion of the international influence of SAI, meanwhile, it will also promote the key related research of SAI, especially the teaching and research of the fields related to the economic transformation and development of international metropolises.
