On the morning of March 3, Shanghai Party Institute of CPC & Shanghai Administration Institute (SPI/SAI) held the opening ceremony for the Spring  Semester of 2025. ZHANGWei, member of the Standing Committee of Shanghai Municipal Committee of CPC, Director General of the Organization Department, President of SPI, and President of SAI, attended the ceremony and delivered a speech.

ZHANGWei emphasized the need to, by thoroughly followingand implementing General SecretaryXIJinping’s instructionstogether with the decisions and plans of the CPC Central Committeeand aligning with the CPC Shanghai Municipal Committee’s clear requirement of “make doing our top priority and making all-out efforts,” prioritize action, keep a clear focus onsolid work and practical results, and maintain a sense of urgency that must not tolerate delay, indolenceor inaction, as well as a mindset of “seizing the day, seizing the hour.” He encouraged everyone of SPI/SAI to aim for the best, compete with the strongest, and run alongside the fastest, thus further enhancing conscious thoughts and actions in carrying out reform and promoting development. He asserted the necessity to implement the requirements of “make doing our top priority and making all-out efforts” by comprehending and adjusting direction through learning and reflection, gaining development advantages by seizing the strategic initiative, addressing critical problems and difficulties by grasping laws, standing at the forefront of the timeswith high morale and keep delivering satisfying results on Shanghai’s main battleground of reform and development. ZHANGalso called for empowering officialsthrough the principle of “making doing our top priority and making all-out efforts,” leveraging the educational and training role of SPI as a main front, highlighting equivalent quality and effectiveness, aligning more closely with the needs of officials, and emphasizing stringent governance and supervision to help them improve their capabilities and competences at a faster pace.
