On the morning of December 30, a delegation led by Haroldo Ramanzini Junior, an expert from the Institute of International Relations at the University of Brasília and head of its graduate program, visited Shanghai Administration Institute(SAI). The meeting was chaired by Vice President Wang Yongjie.

Wang Yongjie extended a warm welcome to Ramanzini and his delegation. He introduced thesystematic structure, educational philosophy, teaching and training programs, and faculty development of SAI. He also highlighted its international training programs, the development of the public administration discipline, and courses related to international relations. Wang noted that in 2015, SAI signed a memorandum of understanding with Brazil’s National School of Public Administration, expressing the hope of deepening cooperation with the University of Brasília in areas such as graduate exchanges and visiting scholar programs in the future.
Ramanzini expressed his gratitude for the warm reception. He introduced the role of University of Brasília in civil servant training and Brazil’s model for training public officials. He spoke highly of SAI’s teaching methods, such as on-site instruction and scenario-based simulations, noting that these approaches provide valuable reference for civil servant training in Brazil. He remarked that China and Brazil face similar challenges in areas including judicial modernization, judicial fairness, and judicial AI cooperation. In the context of Brazil’s efforts to advance international judicial cooperation, judicial exchanges between the two countries have become increasingly frequent in recent years, and bilateral relations have continued to deepen. He expressed hope that the two institutions would strengthen exchanges in judicial personnel training and the development of international relations curricula.
Both sides also held in-depth discussions on judicial cadre training, smart judiciary initiatives, and the development of Shanghai as the “Five Centers.”
During the visit, Ramanzini and his delegation toured SAI’s history museum, training laboratories, and themed classrooms. Representatives from the Office of International Affairs and the External Training Division attended the meeting.
