On the morning of May 8, Shanghai Party Institute of CPC (Shanghai Administration Institute) held the opening ceremony of the thematic education theory class for studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the opening ceremony of the 10th Culture and Art Festival in the auditorium. XU Jiangang, Executive Vice President of SPI, gave a special Party lecture titled “Investigation and Research Are the Party’s Heirloom----Learning About the Party’s Excellent Traditions from Its Century-Old History”. LI Xinhua, Leader of the Second Tour Steering Group of the CPC Shanghai Municipal Committee, and ZHU Ming and XIA Yong, Head and Deputy Head of the Discipline Inspection and Supervision Team sent by the CPC Shanghai Municipal Commission for Discipline Inspection and Shanghai Municipal Commission of Supervision to the Organization Department of the CPC Shanghai Municipal Committee, led the team to participate in the class and provided guidance in the whole process. There were more than 200 participants in the study class, mainly including members from theoretical study groups at the institute and department levels, and four-level investigators and above in yhe institute, such as public administration and management personnel and associate professors and above. More than 520 people attended the opening ceremony, which covered all Party members, all faculty members, and all students of the 63rd training class for young and middle-aged officials still studying at the institute.

　　Focusing on the theme, XU Jiangang touched upon three aspects: “investigation and research are the Party’s heirloom”, “investigation and research are the basic skill for doing work well”, and “investigation and research are the requirement to achieve new development in the new era”. The class combined theory with practice. It provided clear views, rich historical materials, and rigorous argumentation. It was not only a profound and vivid Party lecture but also a high-standard skill training class. At the same time, it was also a vivid demonstration for leaders and officials to enhance learning and insist on being the first to study and get things done. It was the first lesson of the institute’s thematic education theory study class, the mobilization meeting, and the opening ceremony of the series of activities under the theme of “Remaining True to the Original Aspiration With a Strong Mind and Making New Achievements Through Concrete Efforts” for 10th Culture and Art Festival throughout the year.

　　XU Jiangang emphasized that at a new starting point of a new journey, to carry out investigation and research under the new situation, we shall focus on solving hotspot issues and difficulties that people are concerned about, major theoretical and practical issues in the Party building, and key issues related to reform, development, and stability. Meanwhile, we shall also focus on addressing a series of fundamental problems that hinder current and future development, especially outstanding problems that affect and restrict high-quality development. In the in-depth thematic education campaign of the whole Party, all members of Shanghai Party Institute of CPC shall closely focus on high-quality development, which is the primary task of building a modern socialist country in all respects. We shall guide practice by improving theoretical study, promote the solution of development problems by deepening  investigation and research, complete various tasks deployed by the 20th National Congress of the Communist Party of China while conducting studies and fact-finding research, and examine the effects of thematic education with new results in promoting high-quality development. It is necessary to firmly grasp the general requirements of “studying the Thought, enhancing the Party consciousness, emphasizing practice, and making new achievements”, and actively bring into full play the role of the Party institute as the main front for official education and training and a dynamic force for ideological and theoretical development. It is important to take multiple measures to guide students in the class to step up efforts and produce practical results in terms of theoretical study, tempering the Party consciousness, and research and studies, thus forming a wave of thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

　　When presiding over the opening ceremony, LI Bo, Vice President of the Institute, emphasized that the study class is not only about enhancing political consciousness but also about skill training and exchange of working experience. All comrades participating in the study class shall cherish the opportunity, abide by the discipline, treat learning in the study class with political awareness, and complete learning tasks with quality and quantity. Finally, tangible outcomes should be achieved by strengthening mind with learning, increasing wisdom with learning, forming a healthy trend with learning, and enhancing performance with learning.

　　Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the study class thoroughly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China and the Opinions of the CPC Central Committee on Launching the Thematic Education Campaign on Deepening the Study and Implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. In accordance with the requirements of the Implementation Plan for Carrying out the Thematic Education Campaign on Deepening the Study and Implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era released by the CPC Shanghai Municipal Committee, it strictly implemented the Implementation Plan for Carrying out the Thematic Education Campaign on Deepening the Study and Implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era introduced by the institute. The study class closely focused on the core content of thematic education. It lasted seven days, totaling 56 class hours. It was divided into two stages and completed before the end of May. The study class had various forms, including self-taught-study, concentrated study, exchange and seminars, etc. It set up learning links such as special Party lectures, content interpretation, on-site teaching, and special seminars. It led Party members and officials to learn the required (selected) bibliographies of thematic education, guided and urged Party members and officials to strengthen ideals and beliefs, enhance political loyalty in the study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and helped them gain new inspiration for doing work and starting business and make new breakthroughs in career development through new gains in learning.
