From December 25 to 29, the Shanghai Party Institute of CPC & Shanghai Administration Institute (hereinafter referred to as SPI) went through the first-phase centralized training of its third special training program for teachers with the theme of “playing Party schools’ role in telling genuine and engaging stories of China”. LUO Feng, vice president of the SPI, attended and spoke at the opening ceremony.

Mr. LUO said that the foreign-related training program is an important measure to implement the guiding principles of the CPC Central Committee and Shanghai Municipal Committee, promote international communication and open education, and integrate into the diverse and multi-faceted international publicity pattern. It is of great significance in strengthening the international communication capabilities, reflecting the characteristics of Shanghai, extending the Party Institute classes, and demonstrating the value of Party Institute teachers.
Mr. LUO emphasized the need to make full use of the accumulation of the foreign-related courses, foreign-related teacher training programs, and Party Institute linkage platform. In order to achieve effective results and build a unique brand, we must keep round three goal-orientations, namely, the first is goal-oriented: encouraging students to participate in international communication and improve their capabilities; the second is result-oriented: seeking open education, engaging in international exchanges and cooperation, and taking multiple measures to improve the quality of open education; the third is problem-oriented: investing in research and transforming the results, and aligning internal publicity with external publicity.
The centralized training offered four courses: policy interpretation, Shanghai practice, foreign affairs regulations, and business practice. XIE Yutong, director of the International and Hong Kong and Macao Training Center of the Party School of the Central Committee of CPC (National Academy of Governance), offered business guidance and gave a demonstration lesson in English. YU Hailin, deputy director of the Centre for International Exchanges of the International Liaison Department of the Central Committee of CPC, shared with the trainees how to tell genuine and engaging stories of CPC. Experts and scholars from the China Foreign Affairs University, the International Communication Office of the CPC Shanghai Municipal Committee, the Shanghai Academy of Social Sciences, and the Shanghai Institutes for International Studies gave special lectures. Young teachers who had participated in the development of foreign-related courses and teaching materials and in the teaching of foreign-related projects and people from relevant projects of the Civil Service Training Office also shared their experiences. The program also introduced new ways such as the Action Workshop and “Flipped Class” to help trainees experience foreign-related training better.

In total, 26 trainees from SPI’s teaching and research departments and 16 district Party schools participated in the training. Five teachers from the Party schools of Anhui, Jiangxi, Shandong, and Yunnan Provincial Committees of CPC observed the whole process and had a discussion with the staff of the Civil Service Training Office. Staff from the Foreign Affairs Office, Liaison Division, Teacher Training College, Decision-Making Consultation Department, and Civil Service Training Office sat in on some courses.

The special training program was led by the Civil Service Training Office and co-held by the Personnel Division, Liaison Division, and Teacher Training College. The program, which is held every two years, takes advantage of the Party school system in general. So far, more than 70 young teachers and researchers have participated in the foreign-related bilingual training. The first and second special training programs for teachers have generated nearly 50 foreign-related online courses. The third training program will enter into the second phase of independent lesson preparation and the third phase of trial lecture review and training completion in January and February. It will be combined with the year’s foreign-related online course development to improve the teachers’ ability to tell genuine and engaging Chinese stories, enhance international communication capabilities, and promote the high-quality development of open education in SPI.
