On the morning of February 26, SPI held an opening ceremony in the auditorium for the First Session of the Special Seminar on Officials’ Studying and Implementing Guiding Principles of General Secretary XI Jjinping’s Important Speech. SUN Ganlin, Deputy Director of the Organization Department of the Shanghai Municipal Party Committee, attended the ceremony and delivered a speech. ZENG Jun, SPI’s Executive Vice President, presided over the ceremony.

SUN Ganlin proposed three requirements. First, we must enhance the awareness of our political stance and fully understand the great significance of studying and implementing the guiding principles of General Secretary XI Jinping’s important speech. General Secretary XI Jinping visited Shanghai in person for inspection and guidance, and made a new strategic plan for Shanghai’s development on the new journey, which injected strong impetus into Shanghai’s development and expanded its space. His visit is a very important milestone in the process of Shanghai’s socialist modernization. We must deeply understand the political stance, overall positioning and practical implementation of Shanghai’s development proposed by General Secretary XI Jinping. While studying, thinking over, practicing and understanding the guiding principles of the important speech, we must effectively enhance our political, ideological and behavioral awareness. Second, we must deeply understand the essence and systematically study and implement the guiding principles. To study and implement the guiding principles, we must not only grasp the general ideas, but also focus on the key points. We must understand both the content and the thought, and continuously deepen our awareness of the truth and practical nature of the guiding principles. We must deeply understand the new positioning, new judgments, new requirements and new tasks put forward by General Secretary XI Jinping, and fully grasp the positioning, viewpoints and methods that run through the guiding principles. Third, we must adopt scientific methods to enhance the effectiveness of studying and implementing the guiding principles. We must study the principles thoroughly, analyze them comprehensively, and blend them into practice. After we have truly grasped the core, we must take actions to deepen and internalize the guiding principles, and transform them into practical achievements. SUN Ganlin hopes that the trainees would cherish the opportunity to study at the Party Institute, promote fine conduct, study earnestly, observe disciplines, and obtain achievements.

The special seminar consists of four sessions, lasting from late February to late March. The trainees are heads or directors of a department or bureau under the municipality.
