On the afternoon of March 1, the Shanghai Party Institute (Shanghai Administration Institute) held the opening ceremony for the spring semester of 2023. SUN Ganlin, Vice Director of the Organizational Department of the CPC Shanghai Municipal Committee and Secretary of the Social Work Commission of the CPC Shanghai Municipal Committee, attended the ceremony and delivered a speech. XU Jiangang, Executive Vice President of the Institute, presided over the opening ceremony and outlined the teaching plan for the semester. Vice Presidents LI Bo, ZENG Jun, XIE Genhua and MEI Lihong, and Provost LUO Feng were also present at the ceremony.

SUN Ganlin stressed the profound significance of the Chinese-style modernization in driving the great rejuvenation of the Chinese nation. From a historical perspective, the Chinese nation has gone through a long and arduous journey of New Democratic Revolution, socialist revolution and construction, and the new period of reform and opening up and socialist construction. Since the 18th CPC National Congress, the CPC Central Committee, with Comrade XI Jinping as its core, has promoted historic achievements and changes in the Party and the country, which have laid a sound institutional foundation, a solid material footing and a strong spiritual impetus for the Chinese-style modernization. From a theoretical perspective, the theoretical system of Chinese-style modernization is an original and contemporary contribution to the theory of socialist modernization, signifying that our Party has attained a new understanding of the laws of socialist construction and human social development. From a practical perspective, the theoretical system of Chinese-style modernization was formed through the great undertaking of socialist modernization construction, and has been validated by the outstanding achievements we have made in the process of modernization. Chinese modernization not only has immense significance for the all-round advancement of the great rejuvenation of the Chinese nation, but also provides a novel option for the realization of modernization by mankind.

SUN Ganlin pointed out that it is essential to capture the core concept accurately, deep implications, and practical requirements of the theoretical system of Chinese-style modernization. The system clarifies the scientific connotation, Chinese characteristics, essential requirements, major principles and methodological strategies of Chinese-style modernization, thereby providing a comprehensive answer to the basic questions of what Chinese-style modernization is, what kind of Chinese-style modernization should be built, and how to build it. The report to the 20th CPC National Congress profoundly reveals what Chinese modernization is and what kind of Chinese modernization should be built, with five distinct Chinese characteristics. It elucidates the essential requirements of Chinese modernization and answers the question of "what kind of Chinese modernization should be built" with clarity. The report outlines a general strategy of "two steps" to build a strong socialist modern country, setting out the overall goal of Chinas development by 2035, as well as the target tasks for the next five years, thus providing a clearer vision of Chinese modernization. On February 7 this year, General Secretary XI Jinping delivered an important speech in which he deeply expounded a series of major relationships of Chinese-style modernization, offering a scientific method and path for building Chinese-style modernization.

Sun Ganlin stressed that Shanghai shoulders an important mission in promoting Chinese-style modernization, and leading cadres should comprehensively enhance their ability to lead modernized construction. First, we must enhance our political capabilities. We must elevate our political awareness, sharpening our ability to take a political perspective, staying abreast of the political situation and constantly improving our political judgment, comprehension and execution. We should demonstrate our devotion to and support of the "Two Establishes" and guarantee that the "Two Safeguards" are strictly followed in the fulfillment of political responsibility. We should locate and plan the work of our local department and system in the context of "the countrys most fundamental interests", staying accountable in our minds, responsible in our actions, and delivering on our duties in practice. Second, we should take the initiative to strengthen our professional capabilities. In line with the new requirements and standards of cadres abilities and qualities as set forth by the construction of Chinese-style modernity, we should stay up-to-date with new knowledge, broaden our horizons and become adept in new fields. This is critical to ensure that our comprehension, competence and actions are in line with the requirements of the CPC Central Committee and CPC Shanghai Municipal Committee, keeping abreast of the development of the times and meeting the needs of the cause. Third, we should take on our responsibilities bravely. We should further forge an iron-willed and persevering the work style, and strive to make sure that everything is well-defined and fruitful. We should be held accountable, and firmly establish a sense of responsibility, taking our duty seriously to protect our homeland. Fourth, we must carry forward the spirit of struggle. We must get prepared to face major challenges head-on, endure ideological and political tests, gain practical experience, receive professional training, and proactively tackle any major risks that may arise.

XU Jiangang pointed out that the teaching work of the institute in this semester is to fully implement the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement the spirit of the 20th CPC National Congress and the General Secretary XI Jinping’s important speech at the 20th CPC National Congress, and comprehensively implement the spirit of the important speech delivered by General Secretary Xi Jinping during his inspection of Shanghai, aiming to strive to cultivate loyal, clean and responsible high-quality professional cadres by taking into account the latest deployment of the CPC Shanghai Municipal Committee and Shanghai municipal government on the reform and development of Shanghai and strengthening the Partys theoretical education, Party education and professional capacity training.

A total of seven classes of students of the 132nd Leading Cadre Training Class, the mid-level and above cadres and all teachers of Shanghai Party Institute (Shanghai Administration Institute), and the executive presidents of Shanghai District Party Institute (Shanghai District Administrative Institute) of each district attended the opening ceremony.
