The “Ability Improvement on Participation of Global Economic Governance” Seminar held at SPI from December 13 to 17 came to a successful end. It was jointly sponsored by the Organization Department of the Municipal Party Committee, SPI, and Shanghai University of International Business and Economics. Thirty-two trainees, including the division heads and those above the level in all municipal departments and the general directors of economic departments in all districts, attended the one-week intensive orderly training seminar. HONG Feng, Head of the Officials' Education Division of the Organization Department of the Municipal Party Committee, gave a mobilization speech for the opening of the seminar. At the completion ceremony, XU Mei, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of Shanghai University of International Business and Economics, and HONG Feng issued completion certificates to the trainees.
The themed seminar was based on studying and implementing the guidelines of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, and was held on the occasion of celebrating the 20th anniversary of China's accession to the World Trade Organization. It was aimed to explore new models of foreign-oriented trainings during the pandemic, enhance the officials' awareness of the significance of China's continued expansion of high-level opening-up, strengthen their willingness to safeguard the multilateral trading system, and improve their abilities to participate in global economic governance. To achieve that aim, SPI and Shanghai University of International Business and Economics planned in the early stage of the course design, under the leadership of the Organization Department of the Municipal Party Committee, a series of courses on the theme of “Shanghai's Development to Be an International Financial Center and Trade Center”. The courses titled “WTO E-commerce Negotiations and Global Service Trade Development”, “The 12th WTO Ministerial Conference and WTO Reform”, etc. were given online by the former Deputy Director-General of WTO and relevant professionals from WTO's Trade in Services and Investment Division and from the World Trade Organization Department of China's Ministry of Commerce. The other courses given by SPI's teachers, leaders of relevant enterprises and famous scholars from universities included “XI Jinping's Thought on Diplomacy”, “Financial Practical Training”, “Negotiation Game”, “International Trade Negotiation Simulation”, “Pilot Free Trade Zones Connecting with High-standard International Economic and Trade Rules: From RCEP to CPTTP”, and “Cross-cultural Communication Skills and Practice Guidance”. The trainees also paid a visit to the WTO Exhibition Hall at the Shanghai University of International Business and Economics to learn about the negotiation process of China's “return to the GATT” and “accession to the WTO”. In terms of instruction forms, the seminar arranged various forms, such as special lectures, scenario simulation, on-site instruction, and trainee forum, to achieve mutual learning between instructors and trainees and among trainees themselves.
The trainees said that the courses arranged conformed to the theme perfectly, contained rich content, and were given by professional instructors in various forms. Through the training, they deeply understood XI Jinping's diplomatic thought, reviewed the 20-year history and achievements of China's accession to the World Trade Organization, learned about the high-standard international economic and trade rules of RCEP and CPTPP, had a deeper understanding of China's strategy of continuously expanding high-level opening-up and firmly safeguarding multilateral trading system, strengthened the awareness of rules, bottom line, crisis and participating in global economic governance, and improved international thinking, holistic perspective and communication skills.
