SAI Lecture to the Higher School of Cadres of the State and Government of Cuba

  On the evening of October 25, SAI had a video exchangeonline with the Higher School of Cadres of the State and Government of Cuba (ESCEG). Professor MEI Lihong, SAI Vice President, and Dr. Mercedes Delgado Fernández, Rector ofESCEG,attended and addressed the online meeting. Professor HE Haibing, Deputy Director of the Department of Public Administration (Government Studies Research Institute) gave a lecture on “the Party BuildingLeadsGrassroots Community to Social Governance Innovation” as part of ESCEG’s training course - “How the Party Building Leads Grassroots Community to Social Governance.”

  MEI thanked Cuba for their continued and passionate interest in China and the CPC’s stories and the practices of Shanghai and extended her welcome to the around 180 students who are leaders, scholars, and entrepreneurs from Cuban government, colleges, and enterprises. She noted that since China and Cuba are both communist countries governed by the communist Party, the to-the-point subject of this course would surely resonate on both sides.
  Rector Fernández reviewed the close cooperation between the two institutes in the past year and thanked SAI for its strong support to ESCEG.
  Professor HE reviewed the context of the contemporary Chinese society from two perspectives: the drastic changes on the community-level society and changes in the social organizational pattern. He then focused on case analyses of 16 public welfare projects, including the “breakfast project,” the building-based Party-building project, and the “Government Online-Offline Shanghai” to exemplify the practices of the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government in guiding the improvement of life quality, urban development, efficient governance, and the building of a high-level talent pool through community-level Party building. The up-to-date, action-oriented and innovative course focused on the combination of theories and practices and was of great value for party development and social governance in Cuba.
  After the course, attendees shared their own experience with each other in this aspect.
