On the evening of March 29, Dr. LI Lu at SAIs Department of Economic Management gave a special lecture to the "Dual-Circulation: Chinas New Economic Strategy" Training Class from Cuba State Officials College. The lecture was titled "Faster Actionto Build a New Development Pattern to Have the Domestic Market as the Mainstay and Promote the Domestic and International Dual-Circulation Reinforcing Each Other". Professor MEI Lihong, Provost of SAI, and Dr. Fernandez, President of Cuba State Officials College, delivered speeches.

MEI Lihong pointed out that the Fifth Plenary Session of the 19th National Congress of the CPC set a keynote for the “14th Five-Year Plan”, determined to use the “dual-circulation” strategy to formulate the new five-year plan and a 15-year long-term plan for China’s development in response to new changes. She hoped that the lecture would promote the communication between the two parties and help SAI have a deeper understanding of how the Cuban party understand the "dual-circulation" strategy and what their main concerns were.

President Fernandez expressed her heartfelt thanks to SAI for its meticulous arrangements. In her opinion, the lecture fully proved that the cooperation between SAI and Cuba State Officials College had reached maturity; the lecture was participated in not only by scholars but also some officials from the departments directly under the Cuban government and entrepreneurs, which made the lecture more than an academic activity, as well as an activity of much empirical significance and much use in putting theories into practice.

Starting from why China proposed to build a new development pattern and how to speed up the construction of it, and with the "China miracle" as the entry point, Dr. LI Lu elaborated on the construction of the new development pattern and the promotion of an open dual-circulation between domestic and international markets. The lecture lasted until 10 oclock that night. The Cuban party thought that the content of the lecture was very valuable, and hoped to organize it into an article, publish the article in a Cuban academic journal, and make the content known by more people.
