On November 30, the first Urban Governance Summit Forum, co-hosted by Shanghai Party Institute (Shanghai Administration Institute) and Shanghai Urban Operations Management Center, and co-organized by the Shanghai Reform, Innovation and Development Strategy Research Society, SPI “Think Tank for Research on Modernization of Government Governance” and the Department of Public Administration was held at SPI.XU Jiangang, Executive Vice President of Shanghai Party Institute (Shanghai Administration Institute), delivered a speech at the forum, and Vice President ZENG Jun presided over the opening ceremony. Experts from Tsinghua University, Fudan University, Alibaba Group, Shenzhen Audaque Data Technology, and the Shanghai Urban Operations Management Center conducted discussions on the theme of “Digital Governance and Smart Government Construction.

XU Jiangang pointed out in his speech that Shanghai’s urban governance is facing new opportunities and challenges simultaneously. The 5th Plenary Session of the 19th CPC Central Committee and the 10th Plenary Session of the 11th CPC Shanghai Committee have made arrangements to improve the level of urban governance and promote digital transformation, and put forward high requirements for digital urban governance. The digital transformation of a city is not the transformation of a project, but a comprehensive transformation and revolutionary reshaping. He also pointed out that SPI has always attached great importance to the construction of public management as a key discipline and has achieved good results. This year, the “Think Tank for Research on Modernization of Government Governance” ofSPI was included in the first batch of 15 “Shanghai Key Think Tanks,” and will contribute more wisdom to the realization of the goal that “A first-class city must have first-class management.”
The forum arranged two speaking units in the morning and afternoon respectively, chaired by Professor LUO Feng, Professor CHEN Qixing, Professor DONG Youhong and Professor HE Haibing from SPI. A total of 19 representatives from famous universities, government departments and business circles were invited to give keynote speeches.
Professor WANG Yuqiang from School of Public Policy & Management, Tsinghua University believed that urban digital governance could be examined from five dimensions of “society, activities, management, technology, and resources.” It is necessary to clarify the responsibility boundaries of the three types of governance entities of market, government, and society, so as to promote the construction of people’s cities at the macro and micro levels, and create a new pattern of digital urban governance.
LI Ran, General Manager of the Strategic Development Department of Alibaba Group, believed that the key to supporting digital urban governance is the technical system, among which the Internet, big data, and computing are the three constant elements. The top-level design represented by the Shanghai Urban Operations Management Center will play an important role in the construction of Shanghai City Brain, ensuring the sustainable mining of future scenarios and grassroots innovation.
XU Huili, Deputy Director of the General Office of Shanghai Municipal People’s Government and Executive Deputy Director of the Shanghai Urban Operations Management Center, pointed out that digitalization is redefining productive forces and relations of production. As Shanghai advances the digital transformation in four aspects of digital technology, digital industry, digital government and digital society, the Government Online-offline Shanghai and the One Website for All as important carriers of digital transformation have provided an important foundation for the construction of a resilient.
JIA Xibei, President of Shenzhen Audaque Data Technology Co., Ltd., believed thatChina’s digital infrastructure construction has entered an era characterized by three tiers. The construction of bases and middle platforms must be accelerated, and cross-level, cross-regional, cross-department, cross-system, and cross-business integration of data should be promoted to optimize the business environment and improve service quality.
Professor LIU Xiaokang from the Party School of the Central Committee of CPC (National Academy of Governance) pointed out that it is necessary to drive the government’s digital transformation, promote changes in government functions, processes and structures, push forward with reforms that delegate power, improve regulation, and upgrade services, and build the whole of government, a digital government and a service-oriented government with the help of the construction of data platforms.

In addition, Professor LI Qi, Vice President of the Shanghai Federation of Social Science Associations, Professor LIU Jianjun from Fudan University, Professor WU Jiannan from Jiao Tong University, Professor HE Wanpeng, Dean of IDSS, Professor RONG Zhi from Shanghai Normal University, Associate Professor WANG Fashuo from East China Normal University, Associate Professor JIAO Yongli from China Executive Leadership Academy Pudong, Associate Professor WANG Zhengpan from the Chongqing Party School, WEI Ming, Deputy Director of Baoshan District Civil Affairs Bureau, Professor DONG Youhong, Professor ZHAO Yong, Associate Professor YE Lan and other experts and scholars from SPI also delivered wonderful keynote speeches. They interpreted the theories and practices of digital urban governance in terms of the conversion of value concepts, the essence of digital governance, the construction of digital platforms, process reengineering of smart government, governance performance evaluation, etc.
In the end, Professor LUO Feng made a concluding speech on the forum. He believed that this forum is a feast of ideas with the integration of political principles and academic theory deduction, the interaction between academic and industrial circles, the fusion of keynote speeches and on-site Q&As. The participating experts and scholars believed that this forum focused on the theme of the times and provided strong academic and important practical value.
