On the afternoon of January 19, 2021, the central group of CPC Shanghai Municipal Committee heldits first study meeting in the new year, centering around the work of Party building guided by XI Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the meeting concentrated on studying the Party Constitution and the newly revised Regulations of the Communist Party of China on the United Front Work and Regulations on the Protection of the Rights of CPC Members to draw powerful strength from the Party Constitution, further enhance the Party consciousness, adhere to institution-based and rule-based Party governance, and provide strong support for a good start on the new journey. Secretary of the CPC Shanghai Municipal Committee LI Qiang presided over the meeting and delivered a speech.

    At the meeting, ZENG Jun，Vice President of SPI，gave a special counseling reporttitledStudy the Party Constitution and Regulations, Keep theParty's Original Aspiration and Mission FirmlyinMind. Combining theory with practice,history and reality, the report usesplainwords to elaborate its complicated contenton the importance of a deeper understanding of the Party's Constitution and regulations, on accurately understanding the core of the Party's Constitution and regulations, and on practicing the Party's original aspiration and mission in the new development stage. The attendees exchanged their views in the way of combination with their thoughts and work.

    LI Qiang pointed out that the Party Constitution is the Party's fundamental law, the general rules that all Party members must follow, the fundamental code of conduct that must be observed, and the fundamental norm for the entire Party to think and act unitedly. We should firmly establish the awareness of the Party Constitution, internalize it in mind and externalize it in action. We should regard studying and observing the Party Constitution as a compulsory course, a due obligation, and a solemn responsibility, studying it and renewing the understanding of it constantly. We should enhance the Four Consciousnesses, strengthen the Four Confidences, resolutely achieve the Two Upholdings, and always maintain a high degree of unity in thought, stance, and action with the Party Central Committee with Comrade XI Jinping at its core. We should adhere to our original aspiration and mission, place the interests of the people at the highest position, uphold the philosophy of the people being the first priority, stand on the people's side firmly, strengthen the sense of purpose, and earnestly practice the important idea of "let the people build their own cities for their own benefits". We should spend more energy on solving the difficult problems regarding the people's livelihood, promoting the people-benefited projects, and solving the problems that the people are worried about so as to make the people’s senses of gain, happiness, and security more substantial, secure, and sustainable.

    LI Qiang pointed out that we should take the opportunity of implementing the Regulations of the Communist Party of China on the United Front Work to make further use of the important magic weapon of the united front, improve its scientific, normalized, and institutionalized level, unite the people and gather strength to the greatest extent, and create a new prospect for the united front work in the new era. We should continue the in-depth study and implementation of XI Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, strengthen political guidance, and lay a solid foundation of common political beliefs. We should uphold the Party's centralized and unified leadership over the united front, build a general united front, unite all forces possible, and mobilize all positive factors available. Let the achievements of the united front work perfectly serve the work of overall interests. Have a deep understanding of the nation's overall interests; center the united front work around the decisions of the Party's Central Committee and the key work of the municipal committee; identify the entry point and the acting point for the performance of functions; leverage its unique advantages to contribute to the overall reform and development of the city.

    LI Qiang emphasized that the Party members should make more effort to play an exemplary role if we want to create new wonders and show new vibes on the new journey. We should study and implement the Regulations on the Protection of the Rights of CPC Members earnestly, protect the rights of the CPC members effectively, leverage their individual roles, and fully stimulate their entrepreneurial enthusiasm. The Party organizations at all levels must specify individual responsibilities to ensure that all protection measures are implemented. Pay more attention to guiding the Party members to carry out democratic supervision and create a clean upright political ecology; pay more attention to the implementation of the Three Distinguishings requirement to encourage the Party members to take responsibilities and let them rest assured in their work; pay more attention to highlighting the priority of obligations and the bottom line of discipline and promoting the unification of rights and obligations. The supervisors at all levels should take the lead in implementing the provisions of the Regulations and inspire the Party members' enthusiasm, initiative, and creativity in Party building and the Party's causes so as to create a dynamic picture where everyone works hard in the common fight for wonders.
