On October 22 and 23, the Sino-Russian seminar on theBig Data and Credit System, co-organized by the Shanghai Administration Institute and RussiasNorth-West Academy of Public Administration, was held offline and via video the Shanghai Administration Institute（SAI）.

MEILihong, provost of SAI, Mereshkin Dmitri, vice president of the North-West Academy of Management, and Bnievich Dmitri, vice chairman of the Social Policy Committee of the St. Petersburg Government attended the seminar and delivered speeches, respectively. More than 30 experts and scholars from China and Russia had extensive and in-depth discussions and exchanges at the seminar.

In her speech,MEILihongsaid that big data is changing the life of human society and the whole world. "Whoever controls the data possesses the preemptive right."The collection, processing, management, and analysis of various credit information using the big data technology can be applied in decision-making, business intelligence, intelligent warning, risk prevention and control, etc.,therebyto promote the comprehensive development of the social credit system. Big data is not only a technological and industrial revolution, but also a profound change in national governance. The extensive use of credit big data will help improve the governments capacity in decision-making, market supervision, public services, social management, and risk prevention, and promote economic development and social governance. At present, Shanghai is at a new stage of building itself into the "five centers" and an excellent global city. It is necessary to follow the highest international standards and meet the peoples needs for a better life, to promote the construction of big data and enhance the refinement of urban social governance, and toboost high-quality development and create high-quality life. She believed that the seminarwould not only provide a platform for experts and scholars to share information and opinions, but also promote the cooperation between our institute and the North-WestAcademy of Management, deepen the research on social governance and social technology, and offer theoretical and intellectual support, as well as experience for the training of civil servants.
