On the morning of November 2, Shanghai Party Institute (SPI) held aninstitute-wide cadre plenary session. YIN Hong, Deputy Secretary of the CPC Shanghai Municipal Committee and President of SPIconveyedthe spirit of the important speech by General Secretary Xi Jinping at the Fourth Plenary Session of the 19^th Central Committee of the Communist Party of China (CPC), and required SPI to take the lead in studying and implementing the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee based on its own functions and position. Before the opening ceremony of the core classes of SPI, the traineeswatched the video of the Fourth Plenary Session of the 19^th CPC Central Committee together. On the opening ceremony of the classes, SUN Ganlin, Deputy Director of the Organization Department of the CPC Shanghai Municipal Committee made a mobilization speech. After the opening ceremony, ZENG Jun, Vice President of the Shanghai Party Institute (Shanghai Administration Institute) gave a guidance talk on how to study the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee. In the afternoon, all the trainees of the core classes, including the bureau-level class, the training class for young and middle-aged cadres, etc., were engaged ina heated group discussion around the in-depth study and implementation of the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee.

Firstly, the traineesneededto have a deep understanding of the groundbreaking significance of the Fourth Plenary Session of the 19^th CPC Central Committee as a milestone, and realize the necessity of effectively improvingpolitical awareness and ideological awareness in studying, promoting and implementing the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee. The trainees agreed that the Fourth Plenary Session of the 19^th CPC Central Committee was held at the crucial historical point of the realization of the “two centenary goals” and at the 70^th anniversary of the founding of the People’s Republic of China. The theme of “upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of Chinas system and capacity for governance” is a fundamental key concerning the destiny of the Party and our country. The CPC Central Committees Decision on Some Major Issues Concerning How to Uphold and Improve the System of Socialism with Chinese Characteristics and Advance the Modernization of Chinas System and Capacity for Governance reviewed and adopted during the session gives a picture of the socialism with Chinese characteristic. It is a groundbreaking milestone, and a guarantee of the two centenary goals toward the rejuvenation of the Chinese nation. As trainees at SPI, they will regard the study of the Fourth Plenary Session of the 19^th CPC Central Committee as the focus of their study and an important political task for the current and future, think deeply and practice earnestly, and strive to get the most out of the study, so as to plunge in the great practice of promoting Shanghais development in a new era with a higher position, stronger ability and better level.

Secondly, they needed to have a deep understanding of the system advantages of "governance of China,”and strengthened their theoretical awareness of the confidence in the political system and the operational awareness of the system implementation, so as to transform the system advantages into the advantages of state governance.During the discussion, the trainees had an in-depth study of the Communiqué of the Fourth Plenary Session of the 19^th Central Committee of the Communist Party of China. As a comprehensive summary of the historic achievements of the socialism with Chinese characteristics, it sums up13 notable strengths of the socialism with Chinese characteristic and of the state governance system for the first time, and profoundly expounds the fundamental system, basic system and important system of the socialism with Chinese characteristics, rendering both new theoretical summaries and new requirements for practice and further exploringthe system advantages of “governance of China.” The adoption of the Decision shows the Party members understanding of what is socialism with Chinese characteristics and how to build socialism with Chinese characteristics has reached a new height, demonstrating the confidence and determination of the CPC to uphold and develop socialism with Chinese characteristics.A judicial trainee of the training class for young and middle-aged cadres said that this Plenary Session has boostedour confidence in China’s political system and shed light on the direction of following development. The judicial practice in the past 70 years has been a testament to the superiority of comprehensive law-based governance of the country and enhanced our “confidence in China’s political system.The trainees said that the vitality of the system lies in the implementation. They will take the lead in maintaining the authority of the system and promote the surrounding comrades to consciously abide by the system, strictly enforce the system, and resolutely maintain the system. They will carry out the system to the letter and ensure the full implementation of each decision and deployment of the Central Committee at the grassroots level.

Thirdly, they needed torealize deeplythat the content of the Community of the Fourth Plenary Session of the 19^th Central Committee of the Communist Party of China is comprehensive and profound, and that they need to get a thorough understanding ofit,put theory into practice and make up for their shortage, thus to building a strong momentum to promote the high-quality development of Shanghai.The trainees all believe that the Fourth Plenary Session of the 19^th CPC Central Committee is the latest achievement and an important partof Socialism with Chinese Characteristics for a New Era. It is the latest deepening of the theoretical system of socialism with Chinese characteristics and represents a new height of the development of Marxism.They will focus on the study and implementation of the Socialism with Chinese Characteristics for a New Era, integrate themselves, their responsibilities and work into the process, gain systematical and comprehensive knowledge, follow up in time, think deeply, associate study with reality, learn to summarize epistemology and methodology, and be full of confidence, as well as responsibility and passion.The trainees of the training class for young and middle-aged cadres said that young and middle-aged cadres of the CPC must work hard to put the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee into their daily work, and in particular, to fulfill the three new major tasks and work requirements in five aspects that the central government has assigned to Shanghai. They will keep improving city governance in detail, learning new knowledge constantly, studying new situations, solving new problems, and making citizens living in this city to enjoy a stronger sense of gain, of happiness and of security. At present, the top priority is to well-run the second China International Import Expo and to give a full play of Shanghai’s role as an international “reception room.”

In addition to taking various measures to launcha vigorous campaign for learning and implementingthe spirit of the Fourth Plenary Session of the 19^th CPC Central Committee in time, SPI will continue to give a comprehensive and overall-process promotion of the spirit in different forms and with measures, and to bring it to the classes and to the mind of trainees. First, to organize the trainees to study the Communiqué of the Fourth Plenary Session of the 19^th Central Committee of the Communist Party of China, and carry out study mobilization, study guidance, group discussions and branch activities to create a better learning environment for learning and thinking. Second, to organize the trainees to study the forthcoming Decision in depth. The Division of Teaching Management will organize the teachers to prepare for teaching, and the Division of Trainees Management will collect questions from the trainees and submit them to the teaching and research departments. All teachers are required to reflect on the trainees’ questions when preparing for lessons, to spare some time to answer their questions in a centralized way, and to improve the accuracy and effectiveness of the learning and promotion. Third, to promote the exchange of learning results of the spirit of the Fourth Plenary Session through student salon, student forum, reading activities, theme education, and the Party spirit analysis.
