On the morning of November 2, the Shanghai Party Institute (Shanghai Administration Institute) held a cadre meeting. YIN Hong, Deputy Secretary of the CPC Shanghai Municipal Committee and President of Shanghai Party Institute attended the meeting and made an important speech. YAN Shuang, Deputy Secretary General of the CPC Shanghai Municipal Committee chaired the meeting. CHEN Hao, Deputy Director of the Organization Department of the CPC Shanghai Municipal Committee, Vice President of SPI (SAI)attended the meeting and declared an appointment decision of the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government: the CPC Shanghai Municipal Committee appointed XU Jiangang as the Executive Vice President of the Shanghai Party Institute and Deputy Director of the School Board, and Shanghai Municipal People’s Government appointed XU Jiangang as the Executive Vice President of the Shanghai Administration Institute. XU Jiangang, Executive Vice President of SPI (SAI), and GUO Qingsong, Vice President of SPI (SAI) spoke at the meeting.

YIN Hong pointed out that the adjustment of the Executive Party President of the Shanghai Party Institute is a cautious decision by the CPC Shanghai Municipal Committee, which fully reflects the concern of the CPC Shanghai Municipal Committee forthe development of the Shanghai Party Institute. In recent years, under the strong leadership of the CPC Shanghai Municipal Committee, the Shanghai Party Institute has thoroughly implemented the decision and deployment of the Party Central Committee and the CPC Shanghai Municipal Committee, and vigorously promoted the reform of the teaching system. The characteristics and highlights in the innovation of Marxism curriculum system, the creation of high-quality education samples, the establishment of new think tanks, the strengthening of team building of teachers and cadres, and the improvement of the school environment and functions have been fully affirmedby the CPC Shanghai Municipal Committee.

YIN Hong gave a brief introduction to XU Jiangang and hoped that XU would live up to the ardent expectations of the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government, give full play to his own advantages, continue to maintain a good style of work, take the initiative to strengthen learning, unite the leading team members, and lead the faculty and staff to forge ahead and do a solid job. At the same time, he hoped that the faculty and staff of the Shanghai Party Institutewill, under the leadership of the new Members of School Board, work hard to promote the new development of SPI (SAI)with unified thinking and firm confidence.

YIN Hong also put forward three requirementsfor the new School Board. First, to always adhere to the fundamental principle of “Party schools must be surnamed Party.” It is necessary to hold to the principle throughout the work of the Party school, focus on the education of the theories and spirit of the Party, improve the pertinence and effectiveness of the key classes, and insist on explaining political education in an academic way. Second, to do their best to improve the quality and level of education at the Shanghai Party Institute, fully explain the Party’s theory of innovation, especially the Socialism with Chinese Characteristics for a New Era. It is necessary to build a new think tankthatcontributes more to the scientific decision-making of the Party committee and the government. The scientific research of the Party school must be further enhanced to provide theoretical support to the interpretation of China’s practice with China’s theories, and build it into a theoretical research base of the CPC. Third, to effectively strengthen the leadership and team building. The leadership of the Shanghai Party Institute must have a firm political standto make sure the teaching dais at school is also surnamed Party; adopt a tough working style to set an example to others in implementing the principle of strict management of the school; promote the innovation and development of the Party school with greater mastery of theories, more solid expertise, and a broader vision.

At the meeting, YIN Hong conveyedthe spirit of the Conference of Shanghai CPC Leading Cadres held on November 1, emphasizing that the Shanghai Party Institute should thoroughly study and understand the spirit of the speech that General Secretary Xi Jinping made at the Fourth Plenary Session of the 19^th Central Committee of the Communist Party of China, earnestly fulfill the requirements of the Secretary LI Qiang of the CPC Shanghai Municipal Committee, and take the lead across the city in learning and promoting the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee. The Shanghai Party Institute should improve its political position, and comprehensively grasp and profoundly understand the essential spirit of the Fourth Plenary Session of the 19^th CPC Central Committee. As for the “upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China’s system and capacity for governance,” the Shanghai Party Institute must deeply understand its great significance, rich connotation, system characteristics, etc., and achieve the “three profound grasps and three deep understandings.” The Shanghai Party Institute must do a good job in the implementation of the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee, and give play to the role of cadre training as a main channel, the “key subjects” in theoretical study, the important think tank for decision-making consultation based on their work practice, integrating the implementation of the spirit of the Fourth Plenary Session of the 19^th CPC Central Committee with the service of the overall situation of the city’s reform and development, and with the plan to promote the cause of the Party school, supporting various kinds of work of Shanghai and promoting the cause of the school to make great strides.
