On the morning of Sept. 3 at SPI, when giving a lecture to the young and middle-aged cadres at the special training course (the second half of 2019) on studying and implementingthe spirit of General Secretary XIJinpings important speeches during his visit to Shanghai,LI Qiang, Secretary of Shanghai Committee of the CPC, said that the three new tasks assigned by General Secretary XI have been worked on in full swing. Moreover,facing the new opportunities and the new mission in the new era, the cadres of Shanghai, especially the young and middle-aged ones, should followthe guidance of XI Jinpings outlook on socialism with Chinese characteristics in the new era, be firm about your political standing, dedicated to the people, dare to assume responsibility and strive for success.He also pointed out that with the extraordinary spirit, extraordinary vigor and extraordinary deeds, we should know how to remainmotivated after we started the cause, how to keep our position at the forefront of reform and opening up, how to participate in international cooperation and competition on behalf of our country, and how to make people who work and live in this city happier.

    LI Qiang made anin-depth discussion with the trainees around those "four howtodo", as well as the working ideas and major deployments of the municipal committee. He said that to remain motivated as much as possible, we must dare to be the first to try, to venture into the place whereno one else would, and never stop trying until we get what we want. These are the factorswhichmakes Shanghai what it is today. Now Shanghai has come to this critical point of transformation and upgrading. Only by rekindling the passion towards our cause can we break a new path. The three new tasks assigned by General Secretary XI Jinping area new mission confronting Shanghai,blazing a new trail for Shanghai’s development. To reach another peak, we must consider and plan our work from a higher position, with a broader vision and a larger picture, creating another legend. We should carry out the spirit of the 7^th Plenary Session of the 11^th Municipal Party Committee Meeting and further stimulate the internal motivation of the citys cadres and officials to start the cause. We should,by guiding them to establish a strong sense of enterprise, improving their mental statusand boosting their spirit, help our cadres develop the ambition to do something great. By paying more attention to the actual performance, practical work, exploration and innovation, and guiding our cadres to perfect their skills and release their enthusiasm and vitality to the maximum extent, we will help the cadres to bemore capable of performing their duties and accomplishing their tasks. We should combine those efforts with the idea of "Remain true to our original aspiration and keep our mission firmly in mind", educate our cadres to stick to their intentions and mission, remain motivated to their work and keep moving forward based on the actual situation of the position and work.

    LI Qiang pointed out that in order to be at the forefront of the reform and opening up, we must give full play to our pioneering role in blazing the path, setting an example and making breakthroughs, and remain a pioneer position in thereform and openingup and theinnovative development. Faced with the increasingly fierce competition in cities, industries and talents, we must make immediate responses,work hard to make progress and breakthroughs, bear the heaviest burden and crack on the hardest nut. We should take the initiative to speed up the implementation of the three new tasks, run Chinas International Import Expo well in the coming years, and make every effort to seize on the symbolic initiatives, strategic platforms and historical opportunities in the new round of reform and opening up. We should accelerate the implementation of the initiative, demonstrative and leading measures, make every effort to build internal and external hubs, promote high concentration, quick flow and efficient allocation of resources, reshape development space, and enhance development momentum,therebyto serve the overall situation of national reform and development.

    LI Qiang stressed that to represent the country in international cooperation and competition, efforts should be made to strengthen the core functions of the city, increase economic density, and speed up the construction of the "Five Centers" and a socialist modern metropolis with international influence. We should comprehensively enhance the ability to allocate global resources and accelerate the gathering of transnational headquarters and functional institutions. We shouldkeep strengthening our innovative capacity, work on the key technologies and promote the development of key industries such as integrated circuits, artificial intelligence and biomedicine. We should work hard to improve the average yield of the land and per capita output, evaluate the performance from the perspectives ofoutputs, benefits, energy consumption, and environment, and vigorously cultivate new industries valued at 10 billion, 100 billion or even trillion. In the future,not only will expansions be made to the east, west, south and north areas of the city, butthe central area will be improved based on its basic conditions and advantages.

    LI qiang said that to make people who work and live in this city happier, more efforts must be made in grasping the bottom line,the basics and the quality of peoples livelihood. First, we should bolster the bottom line of peoples livelihood, strive to make up for the shortcomings, hold on to the bottom, and work hard to solve the problems regarding the elderly, the young, the old buildings and the rural area. Second, we should ensure the basic livelihood of the people, emphasize the balance of inclusive benefits, get things covered as much as possible, adhere to the unification of standards, strengthen the integration of resources, and make the services for the people more convenient and efficient. Third, we should improve the quality of peoples livelihood to meet the personalized, diversified and quality needs, provide a richer variety of products and more precise services, strive to create a better environment where children are well raised, students well educated, workers well paid, patients well cared, the elderly well treated, the weak well supported and favorable living conditions are for everyone.

    LI Qiang emphasized that the key to starting an undertaking lies in people. Whiletrying to be a “good cadre” pictured by General Secretary XI Jinping: we should be firm about our faith, dedicated to the people, diligent and pragmatic, brave to assume responsibility, honest and upright, we should also show ourselves as the Shanghai cadres, who are "passionate, creative and responsible",working hard to shoulder the tasks in this new era. We should put political construction at the top of the list, keep in mind the consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, be confident in our chosen path, our political system, our guiding theories and our culture, firmly safeguard the core position of General Secretary XI Jinping in the Party Central Committee and the Party as a whole, and resolutely safeguard the authority and centralized and unified leadership of the Party Central Committee. We should always put the people in the first place, nurture and practice our original intentions with that idea in mind, go deep into the grass-roots level and the front line, and listen carefully to and solve the peoples anxieties and concerns. We should have the courage to shoulder the responsibility in difficult situations and come to the fore at critical moments, make great efforts to play a leading role in promoting reform and development, and make new and greater contributions to creating anotherdevelopment legend in Shanghai in the new era.
