On the morning of March 12, SPI and SAI held the 2019 Meeting on Party Building, Party Style and Clean and Honest Administration to implement the requirements to run the Party strictly, to enhance the Party building, Party style and clean and honest administrationin a comprehensive way at SPI&SAI, in order to really fulfill the responsibility of run the Party well. More than 400 persons attended the meeting, including the present members of the School Board and all the in-service Party members of SPI and SAI. LIU Li, Deputy Head of the Discipline Inspection and Supervision Team of the Municipal Discipline Inspection and Supervision Commission at the Organization Department of CPC Shanghai Municipal Committee, attended the meeting with ZENG Jun, Vice President of SPI&SAI, presiding over the meeting.

Secretary of the PartyCommitteeand Vice President of SPI&SAI, entrusted by SHEN Wei, Executive Vice President of SPI&SAI, conveyed the requirements of the Third Plenary of the 19th Commission for Discipline Inspection of the CPC Central Committee, the Third Plenary of the 11thMunicipal Commission for Discipline Inspection, and the 2019 Conference on the Party Work and Discipline Inspection Work of Shanghai Municipal Departments. He also made arrangements for some important work concerning the improvements on the Party building, Party style and clean and honest Administration in 2019. 

As pointed out at the meeting, in order to enhance the Party building, Party style and clean and honest Administration this year and in the following period, we must firmly concentrate on the Partys political building, which is of fundamental significance to the Party, take enhancing the Partys political building as the overarching principle, promote the campaign of comprehensively enforcing strict Party style and strict institute styleby means of political enhancement, and lead the overall improvement of the Party building. 

The conference emphasized that the above goals could only be fulfilled by focusing on the following four aspects:

Firstly, to arm ourselves with theories and remain steadfast in political beliefs. We will take XI Jinpings Thought on Socialism with Chinese Characteristics for a New Era and the requirements of his important speech made during his field research in Shanghai as the core contents of the institutes political theory studies, and combine the studies closely with the campaign to make it regular practice and an institutionalized requirement for all Party members to gain a solid grasp on the Party Constitution, Party regulations, and related major policy addresses. We will keep linking theory with practice and launch a campaign on the theme of staying true to our founding mission. We will make good use of the learning platform "Learning Makes Our Country Strong" and the WeChat account of the Municipal Discipline Inspection and Supervision Commission called "A Clean Government in Shanghai," and ensure that the institutes Party branches and all Party members are fully covered. Centering on the institutes missions and responsibilities, we will continue to carry out and deepen various thematic activities to facilitate deep understanding, deep exploration and actual implementation of XI Jinpings Thought on Socialism with Chinese Characteristics for a New Era.

Secondly, to adhere to the principle that the Party institutes must serve the Party, and resolutely uphold Xi Jinpings position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership. We will keep enhancing political position awareness. We will keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We will strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We will resolutely uphold General Secretary Xi Jinpings position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership. We will firmly adhere to the fundamental principle that the Party institutes must serve the Party. We will strengthen and normalize the political life within the Party, and further promote the Partys regular organization activity system, especially the practice for the Party members who are leading cadres as well to take part in dual organization activities. We will consciously uphold the fundamental principle that the Party institutes must serve the Party, and integrate the Partys political building into all the teaching activities, research and counseling activities, and school-running activities. The teachers in particular should pay great attention to it. It should be further clarified that the observance of political discipline and political rules is aninflexible requirement for teaching. The teachers must strictly observe political discipline and political rules, and consciously teach politics with academics.

Thirdly, to strengthen the sense of political responsibility and improve political competence. We will firmly uphold the belief that the success of the Party building is the greatest achievement. We will strengthen the awareness of principal responsibility and principal work, and focus on the three key accountability systems concerning the implementation of grass-roots Party building, Party style and clean and honest administration, and the ideological work. We will deepen and refine the "four-responsibility coordination" mechanism to enforce a strict Party stylecomprehensively. We will establish the clear guiding principle that "all work should reach the Party branches", concentrate on basic organizations, basic systems, basic teams, basic activities and basic guarantee, and strive to promote the standardizationand normalization of Party branches. All Party members should strengthen the awareness of the Party and the concept of the organization, and firmly establish the awareness of the holistic consciousness. The leading cadres, in particular, should keep enhancing their political abilities training and political practice to improve their political competence constantly.

Fourthly, to tighten discipline strictly, improve the Party style, and purify political ecology. We will solidly promote the deeper improvement of the Party style,clean and honest administration at the institute, and strive to create a great political format of honesty and integrity. We will placespecific responsibilities on specific cadres. We will deepen and refine the accountability system coordinating four responsibilities, including the main responsibility of the School Board, the supervision responsibility of the Party’s Discipline and Inspection Committee, the first responsibilities of the executive deputy presidents, and the "double responsibilities at one post" of the School Board members. We will fully implement the accountability system to improve the Party style,and clean and honest administration. We will constantly fight against formalism, bureaucratism, hedonism, and extravagance, and continue to implement the eight-point decision made by the CPC Central Committee. We will give priority to discipline and rules, strengthen accountability for overseeing discipline compliance, identify problems early and correct them while they are nascent, and have no tolerance for violation of discipline

The meeting requested that all Party branches should organize members to study and discuss the requirements of themeeting on the Party building, Party style and clean and honest administration, and implement the requirements in accordance with the actual situations. All Partymembers should earnestly strengthen their ideological and behavioral consciousness that "the members of Party institutes must serve the Party," and that a firm hand must be taken in school-running, and in the management of teaching and learning activities, to promote the continuous improvement of the quality and level of the Party building at the institute, and to provide solid ideological, political and organizational support for the consolidation of SPIs system reform achievements, and for the comprehensive improvement of teaching quality and level.

At the meeting, QIAN Gang, Secretary of the Party’s Discipline and Inspection Committee of the institute, made a report about the institutes improvement of the Party style and clean and honest administration in 2008, and the School Board members signed the accountability system agreements on the improvement of Party style and clean and honest administrationrespectively with the heads of the relevant divisions and departments.
