On the morning of February 13, LI Qiang, member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Shanghai Municipal Committee, made his SPIinvestigation,At SPI he said that we should, under the guidance of President XI Jinpings socialist thought with Chinese characteristics in the new era, fully implement the spirit of Mr. XI’s speech delivered in Shanghai, promotethe CPCs construction in an all-round way, focus on the central tasks and keep in mind the big picture, and innovate the work approaches, thus to make greater contributions to Shanghai’s reform and development.

    Mr. LI, together with YIN Hong, Vice Secretary of the CPC Shanghai Municipal Committee and President of Shanghai Party Institute,YU Shaoliang, member of the Standing Committee and head of the Organization Department of the CPC Shanghai Municipal Committee, and ZHUGE Yujie, member of the Standing Committee and Secretary-General of the CPC Shanghai Municipal Committee inspected the emergency management training room, the media communication training room and the Exhibitionof "Shanghai Reform and Opening-up" in the lecture room located in the teaching building, and was informed in detail of the progress and main achievements both in the construction and development of SPI and in its teaching, scientific research and consultation. Municipal leaders showed great concern for the construction of the Research Center for XI Jinpings socialist thought with Chinese characteristics in the new era in Shanghai, the development of the faculty, the compilation of textbooks, the study of decision-making &consultation and the institutional reformof the Party Institute. In-depth discussions were conducted with related people.

    Briefed on the work of SPI, Mr. LI pointed that Party Institutesare an important part of the cause of the CPC. Party Institutesserve as the main channel for the CPC to educate and train Party members and leading cadres. The Party Institute must adhere to the principle that Party Institutesshould serve the CPC, and put the CPCs political construction in the first place. It should strengthen the “Four Awareness” (political awareness, awareness of the big picture, awareness of the core and awareness of uniformity), become more confident in the socialist path with Chinese characteristics, our theories, systems and culture, and uphold the “Two Safeguards,”, namely safeguard the core position of General Secretary Xi Jinping in the Central Committee of the CPC and in the CPC as a whole, and resolutely safeguard the authority and the centralized and unified leadership of the Central Committee of the CPC. We should carry forward the spirit of Mr. XI’s speech during his Shanghai inspection throughout the process and in every aspect of the teaching, scientific research, decision-making and consultation by SPI, and rigorously enforce political discipline and rules.

    Mr. LI pointed out that the education on the theories and spirit of the Partyis the main task of SPI. We should lay stress both on the basic principles of Marxism, and the innovative theories of the CPC, so as to promote in a profound way the study and implementation of XI Jinpings socialist thought with Chinese characteristics in the new era. Equal emphasis should be placed on teaching both in and outside the classroom. Innovate ways and methods should be taken to link resources of all parties to enhance teaching effectiveness. We should not only let the faculty of the Party Institute play their own part, but also be open to the public and invite more accomplished teachers and experienced leading cadres to give lectures, answer questions and give explanations. Relying on the abundant subject resources, the pool of talents, and the advantage of being close to the central tasks, SPIshould play an active role in decision-making and consultation, and further play more role in scientific decision-making to serve the CPC ShanghaiMunicipal Committee and the Shanghai Municipal People’s Government better.
