The 2018 Democratic Life Meeting Was Held by the School Board

    On the afternoon of January 23, as required by the CPC Shanghai Municipal Committee, the School Board held a democratic life meeting for 2018. YIN Hong, Deputy Secretary of the CPC Shanghai Municipal Committee, President of Shanghai Party Institute(SPI) and Director of the School Board of SPI, attended the meeting. Mr. YIN gave his comments on the meeting, and put forward the requirements for coordinated promotionof the Party Institute in the new era and for further self-construction of the School Board.

    At the meeting, Mr. YINsummed up the talks made by the members of the School Board on self-criticism. He noted that everyone hadbeen well prepared for histalk,reflecting on his deep contemplationbased on his own reality. Everyoneconducted criticism and self-criticism with an earnest attitude, and succeeded in identifyingtheir respective problems in ideological understanding, attitude and work style.On top of that, by exchanging ideas with one another, the members of the School Board reached a consensus and made clear the direction of work in the next stage. Generally speaking, the meetingturned out to be a success.

    Mr. YIN pointed out that in 2018, SPI rigorously implemented the decisions&deployment of the CPC Shanghai Municipal Committee, seized the major opportunity for institutional reform. Moreover, it adhered to the basic working principle: SPIshould serve the CPC.Through reforms and innovations and by tacklingdifficulties, SPI managed to makenew progress in various aspects.What is worth mentioning in particular is that the main courses featured numerous highlights, the scientific research and consultation made remarkable achievements and the Institute boasted more significant influence and innovation power,which has led to wide acclaim from different circles. These achievements could nothave been done without the strenuous efforts of the entire facultyunder the leadership of the School Board and the CPC Shanghai Municipal Committee.

    Mr. YIN stressed that all Party Institutesare an important working unit of the Party Committees atdifferent levels and a main channel for the CPC to educate and train leading cadres. We should be problem-oriented, pinpoint the problems and shortcomings in the development, go to great lengths to improve our work style, and come up with practical measures to solve problems. 

    First, political construction should always beput into the top priority. The Party institute is a political organ, and its work is essentially political work. The School Board should stick to the “Two Safeguards,” namely resolutely safeguard the core position of General Secretary Xi Jinping in the Central Committee of the CPC and in CPC as a whole, and resolutely safeguard the authority and the centralized and unified leadership of the Central Committee ofthe CPC.It should take the lead in strengthening the political responsibility of governing and administering the CPC, firmly and unswervingly keep a high degree of consistency ideologically, politically and in action with the Central Committee of the CPC with Mr. XI Jinping at its core. Effective actions should be taken in political learning, ideological guidance and organizational management, so as to ensure that the CPCs basic theories, basic lines, basic strategies and the spirit of the General Secretarys important speeches would take root in the Party Institute. The School Board should take the initiative in studying and implementing XI Jinpings socialist thought with Chinese characteristics in the new era and the spirit of his speech when he visited Shanghai, insist on integrating theory with practice, solve the problems of "difference", "gap" and "deviation" identified in learning, and learn in a more systematic, comprehensive and profound way. SPI should pay attention to the political construction of the faculty team ofSPI, train and guide them to talk about politics academically, and focus on forging a team made up of passionate, creative and responsible Party members.

    Second, we should be ready to shoulder responsibilities when it comes to promoting the work of SPI. The School Board should have a correct understanding of the relationship between "risk" and "opportunity", and maintain its strategic strength in the face of complex and changeable external situation. It should continue to consolidate and expand the fruits of deepening the SPI’s institutional reform, make full use of present resources, go all out to improve the quality and level of teaching, scientific research and consultation, develop a number of excellent courses and textbooks, and become a cradle of more renowned scholars and masters. Endeavors should be made to build SPI into a landmark for the study and dissemination of XI Jinping’s socialist thought with Chinese characteristics in the new era, and enablethe thought to gain people’s recognition and support from the heart.

    Third, we should persevere in upholding integrity and discipline. The School Board should set an example for the otherParty Institutes, persist in improving work style, and stick to the spirit of the Eight Provisions of the Central Committee of the CPC. We must give first priority to political discipline and rules, make clear rules and be in awe of them, and establish an ideological bottom line not to be crossed. We should be firm in its conviction, faith and confidence, always keep in mind the original intention, and keep a foothold on the cornerstone of SPI. The School Board should, taking this democratic life meeting as a new starting point, conscientiously implement the decisions and deployment of the Central Committee of the CPC and the Shanghai Municipal Committee of the CPC, rise up to challenges and crack hard nuts with an indomitable spirit and a can-do attitude, thereby to spur the development of the Party Institute’s cause with concerted efforts in the new era.

    Attaching great importance to the deployment requirements for democratic life meetings put forward by the Shanghai Municipal Commission for Discipline Inspection and the Organization Department of the CPC Shanghai Municipal Committee, the School Boardformulated implementation plans, deepened study and discussion, sought opinions extensively, held heart-to-heart talks, and drafted materials on check-up, so as to get well-prepared for the meeting. At the democratic life meeting, SHEN Wei, Executive Vice-President of Shanghai Party Institute and Deputy Director of the School Board, made a collective check-up on behalf of the School Board. The members of the School Board made individual check-ups and carried out earnest criticism and self-criticism. Before the meeting, the Supervisory Group inspected the preparations, looked up related materials and gave feedback at the meeting.

    YAN Shuang, Deputy Secretary-General of the CPC Shanghai Municipal Committee, SUN Ganlin, Deputy Director of the Organization Department of the CPC Shanghai Municipal Committee, DAI Jie, Head of the No.6 Supervisory Group of the Democratic Life Meetings of Shanghai Leading Cadres and Head of the No.1 Division of Shanghai Municipal Commission for Discipline Inspection, and ZHU Ming, Head of the Discipline Inspection Group of Shanghai Municipal Commission for Discipline Inspection at the Organization Department of the CPC Shanghai Municipal Committee, attended the meeting. Other participants includedpersons from the General Office and the Research Office of the CPC Shanghai Municipal Committee, members of the No.6 Supervisory Group of the Democratic Life Meetings of Shanghai Leading Cadres, and persons-in-charge from the Institute Office, the Personnel Department and the Discipline Inspection Commission of SPI.
