On the afternoon of June 29, the Mobilization Meeting for Shanghai Leading Cadres’ Short-Term Overseas Training in 2018 was held at Shanghai Administration Institute (SAI). It was co-organized by the Organization Department of the CPC Shanghai Municipal Committee and SAI. At the meeting, CHEN Hao, Vice Director of the Organization Department of the CPC Shanghai Municipal Committee and Vice Principal of SAI, made a speech and announced the list of cadres to participate in this short-term overseas training. SHEN Wei, Executive Vice Principal of SAI, presided over the opening ceremony and introduced the overall arrangement.

As CHEN Hao said, the Opinions of the CPC Shanghai Municipal Committee on Improving the Level and Global Core Competitiveness of Shanghai in the Face of Future Development was deliberated and adopted at the 4^th Plenary Session of the 11^th CPC Shanghai Municipal Committee, at which LI Qiang, Secretary of the CPC Shanghai Municipal Committee, stressed that Shanghai should assume the special mission and responsibility and strive to rank among the nationwide top and global top and make first-class creation in a new era. And to select a certain quantity of leading cadres to participate in oversea trainings is an important way to achieve this goal and improve the cadres’ comprehensive quality and actual ability.

CHEN Hao put forward the following three suggestions on implementing the spirit of the Party center, keeping to the demand-driven and problem-oriented principles and complying with current Shanghais actual economic and social developments and the requirements for improvement of the urban level and core competitiveness to enhance leading cadrescomprehensive quality and ability and carry out overseas trainings for them in the year: Efforts should be made to (1) carry out investigations to promote the implementation of Xi Jinpings Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19^th CPC National Congress, based on “the combination of knowledge and practice and the combination of learning and doing”; (2) strengthen disciplinary constraints and construction of the study style and complete training tasks in accordance with high standards and strict requirements; and (3) constantly apply own knowledge to the ongoing matters and focus on actual application effect of overseas training.

YU Lijuan, the leader of the Israel training team and Secretary of Shanghai Municipal Party Committee of Education and Health, delivered a speech on behalf of all trainees. Nearly 100 participating trainees attended this mobilization meeting.
