On June 23, in order to card and sum up theories and practices of public security operation and management in megacities, Shanghai Urban Public Security Emergency Management Training Center, the Public Security Governance Research Center of Shanghai Administration Institute, and Chen Qixing Studio of the Policy Consultation Base of Shanghai Municipal Peoples Government held the “Seminar on the Theory and Practice of Fine Prevention and Control of Public Security Risks at the Grassroots Level in a Megacity” in the Haixing Building of Shanghai Party Institute of CPC.
More than 40 experts and scholars from domestic universities and colleges, administration institutes, cadre colleges and governmental emergency management departments participated in the seminar and deeply discussed topics such as “Theoretical Exploration for Prevention and Control of Public Security Risks at the Grassroots Level in a Megacity”, “Practice and Innovation of Fine Prevention and Control of Public Security Risks at the Grassroots Level in Foreign and Domestic Megacities” and “Difficulties in Optimized Path Selection for Fine Management of Prevention and Control of Public Security Risks at the Grassroots Level in Megacities”.
In the opinions of participating experts, the development of urbanization, the population and construction scales are expanding rapidly and various factors are highly concentrated in modern cities, especially in megacities with increasing structural risks in urban development and increasing vulnerability characteristics in urban public security operations. Therefore, efforts should be made to firmly implement the holistic approach to national security, set up a concept of safety development, improve the public security system, coordinate development and security, enhance the awareness of unexpected development, complete the safety production responsibility system, resolutely curb major security accidents, and improve the capability of disaster prevention, mitigation and relief.
