On the morning of July 26, a delegation of 10 members visited SAI, with Mr. Vu Duc Bao, as its head, who was a member of the Standing Committee and Director of the Organizing Department of the Hanoi Municipal Party Committee, in the company of the consul at Vietnamese Consulate General in Shanghai. GUO Qingsong, Vice Principal of SAI, presided over the meeting with the delegation.

GUO Qingsong extended warm welcome to Mr. Vu Duc Bao, and introduced SAIs role in cultivating cadres and talents to him. GUO Qingsong said that SAI had set up a series of training courses such as the Party spirit education, leadership science, legal literacy, economic and social development, local management and community governance in order to develop leading cadres with the basic quality of “being politically strong and highly competent. As requested by the delegation, GUO Qingsong made a detailed description about the standards for good leaders “who have a firm belief, serve the people, work hard on concrete matters, and are responsible, honest and upright” as set forth in the Regulation on the Selection and Appointment of the Party and Government Leaders issued in January 2014 by the Central Committee of the CPC. With regard to the management of this megacity of Shanghai, GUO Qingsong indicated that Shanghais urban management reflected the general law of a metropolis in the world as well as its own characteristics. Relying on information, intelligence and big data means as well as the basic social governance model characterized by “the Party building first, legal thinking and democratic mode”, Shanghai has not only achieved fine urban management, but also ensured the scientific and orderly operation of this megacity.

GUO Qingsong introduced the international school-running conditions of SAI to the delegation: SAI has established relatively stable cooperative relationships with 40 training institutions and famous universities in the world, with an international cooperation network covering all the five continents. SAI has kept good contact with the No. 2 Regional Institute of Politics of the Ho Chi Minh National Political Academy for years and thus hopes that both sides could further strengthen cooperation in the future.

Mr. Vu Duc Bao, leader of the delegation, and a member of the Standing Committee and Head of the Organizing Department of the Hanoi Municipal Party Committee, expressed gratitude for SAIs reception. He highly appreciated SAIs achievements made in international school-running and affirmed SAI’s cadre training ideas and methods. He said that Shanghai’s megacity management experience, especially mature community governance practices deserved learning very much. He hoped that they would have a further understanding of Shanghai’s experience in economic and social development and urban governance to promote both sides’ exchange and cooperation.
