Shen Wei Meets Dean of Public Administration Institute for Turkey and Middle East

On the morning of May 30, accompanied by the Turkish consul-general in Shanghai, a delegation of the Public Administration Institute for Turkey and Middle East (PAITME) led by Dean of PAITME visited Shanghai Administration Institute. SHEN Wei, Executive Deputy President of Shanghai Administration Institute hosted over the meeting, and GUO Qingsong, Deputy President of Shanghai Administration Institute,was at present.

SHEN Wei welcomed the delegation firstly. He said that China and Turkey have maintained friendly relationship for a long time, and Shanghai Administration Institute and PAITME have also been closely linked. In 2012 and 2017, Shanghai sent a delegation to PAITME and received warm reception from the Dean of PAITME. SHEN Wei introduced to the delegation the basic situation of Shanghai Party Institute and Shanghai Administration Institute that the two institutes subject to the operating mechanism of “one institution with two names.” Shanghai Party Institute is the main channel for the regular training and training in rotation of Party leaders in Shanghai and an important organ under the municipal Party committee of Shanghai that aims to cultivate leading Party cadres and theory-savvy cadres while Shanghai Administration Institute is directly under the People’s Municipal Government of Shanghai where the civil servants, public management personnel and policy researchers of Shanghai are trained, and social science research and decision-making consulting conducted. The institute adheres to the concept of “modernization, comprehensiveness, research, and openness,” and relies on the “teaching brand strategy, research highlight strategy, high-quality team building and famous teacher strategy, management service strategy, and scientific strategy for Party building,” so as to become a “first-rate administration institute in Asia.” Comprehensive methods such as specialized lectures, case teaching, seminar teaching, on-site teaching, and situational simulation teaching are employed. More than 50,000 persons are trained each year, including more than 1,000 trainees from foreign countries or regions outside Chinese mainland. The institute has vigorously conducted cooperation and exchange with international partners. At present, it has established stable cooperation relationships with 39 overseas training institutions and prestigious universities in the world, including Harvard University, Oxford University, Italian National School of Administration, North-West Academy of Public Administration in Russia, Brazilian National School of Public Administration, National School of Administration in Argentina, Korea Research Institute for Local Administration, University of Sydney, etc. Its international cooperation networks cover five continents and the cooperation is mainly carried out in academic exchanges, scientific research, academic visits, and international symposium. The signing of a memorandum of cooperation with PAITME today will further promote our partnership and the settlement of more projects.

Aslan, Dean of PAITME, expressed his gratitude to the hospitable counterpart. He mentioned his visit to Shanghai and Shanghai Administration Institute in 2007, and significant changes happened in SAI during the last decade. Aslan also made a brief introduction to PAITME. He said that different from China, Turkey has no party schools (administrative colleges) at various levels from the central to the local, hence, no complete set of systems. PAITME is the only one of its kind in Turkey that is responsible for the training. It provides courses for doctoral education, master education, and short-term programs for all public sectors. In addition, it conducts training in coordination with the Middle East, the Balkans, Kosovo, and other regions, and its public management program is most well-known with distinctive features. He expected to strengthen exchanges with Shanghai Administration Institute to build a better cooperation platform of higher standard. He said that the signing of the memorandum will definitely drive forward the development of both sides.

After the talks, the delegation visited the teaching facilities like the training room and library in Shanghai Administration Institute.
