On April 12, CPC Shanghai Municipal Committee held a meeting to start up the deepening of the structural reform of Shanghai Party Institute (SPI). YIN Hong, Vice Secretary of CPC Shanghai Municipal Committee and President of SPI, attended the meeting and delivered a speech. WU Jingping, a member of the Standing Committee of CPC Shanghai Municipal Committee and head of Organizational Department of CPC Shanghai Municipal Committee, announced the decisions. CHEN Hao, deputy head of Organizational Department of CPC Shanghai Municipal Committee and Vice President of SPI, chaired the meeting. SHEN Wei, Executive Vice President of SPI, and MAO Dali, Vice President of Shanghai Institute of Socialism, spoke at the meeting respectively on behalf of their own institute.

Mr. YIN stressed that we should fully understand the importance of the deepening of the structural reform of SPI and effectively integrate our thoughts and actions into the decision-making of CPC Shanghai Municipal Committee. That CPC Shanghai Municipal Committee had made a decision on deepening the structural reform of SPI conformed not only to the purposes of the 19th National Congress of the CPC and the 3rd Plenary Session of the 19th CPC Central Committee, but also to the new requirements for the cultivation and training of cadres. We should bolster our position, unify our ideas and action and carry out the spirit of the Central Committee and the decisions of CPC Shanghai Municipal Committee. We should use reform as the driving force to promote the remolding of the management system and the operating mechanism, thus to lay a solid foundation for the healthy development of SPI and contribute to cultivation of backbones of the ruling who possess both political integrity and ability n Shanghai.

Mr. YIN also stressed the need to strengthen organizational leadership and promote the reform in a sound and orderly manner. First, we should put the ideological and political work in the first place. The leading bodies should consciously improve their ideological understanding, take the overall situation into consideration and set an example for the rest; keep an eye on the ideological trend of the faculty and staff, ensure the stability of our team and the continuity and order of our work; regard the effort to advance the reform as an important yardstick for testing political discipline and political responsibility. Second, we should strictly observe the disciplines concerning politics, cadres and personnel, finance and economics, work, political integrity and confidentiality, and prevent any violation of such disciplines and regulations. Third, we should combine the reform with our daily work and make them promote each other. It is necessary to concentrate our efforts on the important work of the reform and to promote a new development of SPI with the impetus of the reform, so as to coordinate the two major parts of reform and long-term development. Fourth, we should strengthen coordination to form the joint forces for the reform. The relevant organs of CPC Shanghai Municipal Committee and Shanghai Municipal Peoples Government should take their responsibilities accordingly and take the initiative to ensure the orderly promotion and the effective implementation of the reform tasks. Fifth, we should strictly follow the timetable by arranging the project schedule in reverse to ensure that all work is done as scheduled. We should seize the key parts and give priority to the task that affects the overall situation. We should implement the policies according to different situations, shorten the working cycle, and not affect the overall progress of reform because of concrete operation.

According to the decision made at the meeting of CPC Shanghai Municipal Committee, the establishment of the legal entity in 5 branch institutes will be revoked, the resources of the municipal Party institute will be further integrated, and the cultivation and training targeting cadres further strengthened at the municipal level. The personnel and property of the No.1, No.3 and No.5 (Shanghai Cadre College of Economic Management) Branch Institutes of Shanghai Party Institute will be integrated into Shanghai Party Institute; the fixed assets of the No.2 Branch Institute, such as land and housing, will be transferred to CPC Shanghai Municipal Committee and Shanghai Municipal Peoples Government, its permanent staff will be subject to the arrangement of SPI; the fixed assets such as land and housing as well as the permanent staff of the No. 4 Branch Institute will be transferred to Shanghai Institute of Socialism; the systems of the 5 branches of Shanghai Administration Institute will also be adjusted accordingly.

CPC Shanghai Municipal Committee also decided to push forward the relevant supporting reforms, including coordinating the training courses of SPI under the unified leadership of the municipal leading group on the cultivation of cadres, putting to an end the management mode of the branch councils once the establishment of the branches is revoked, establishing a steering committee on the cultivation and training of cadres in SPI, re-determining the divisions, the number of posts and the functions in SPI and Shanghai Institute of Socialism, unifying the performance and salary standard for permanent staff, strengthening the management of the financial budget and the state-owned assets, and supporting SPI and Shanghai Institute of Socialism to improve the basic conditions and the quality of school running. CPC Shanghai Municipal Committee requested that the major reform should be completed in 2018 before SPI autumn semester.

Mr. SHEN and Mr. MAO said that they would firmly uphold the major decisions of CPC Shanghai Municipal Committee, resolutely implement its decisions and arrangements, strictly observe the disciplines in the course of the reform, and push forward the fulfillment of various tasks, and that they would take the reform as an opportunity to promote SPI and Shanghai Institute of Socialism to achieve new progress, take on new looks and make new contributions in the new era.

Participants included relevant officials from the General Office of CPC Shanghai Municipal Committee, Research Office of CPC Shanghai Municipal Committee, Organizational Department of CPC Shanghai Municipal Committee, United Front Work Department of CPC Shanghai Municipal Committee, Shanghai Commission Office of Public Sector Reform, Shanghai Municipal Finance Bureau, Shanghai Municipal Human Resources and Social Security Bureau, Shanghai Municipal Peoples Government Affairs Administration and Discipline Inspection Team of CPC Shanghai Municipal Commission of Discipline Inspection Located at CPC Shanghai Municipal Organization Department, the School Board of and all middle-level cadres of Shanghai Party Institute, as well as relevant officials and cadres from Shanghai Institute of Socialism.
