In the morning of April 2, accompanied by YANG Jian, Deputy Chief of Shanghai Institutes for International Studies, a delegation of 6 people from Public Administration Academy of the Republic of Armenia (PAARA) visited Shanghai Administration Institute and met with its Vice President GUO Qingsong.
GUO Qingsong firstly expressed his welcome to the delegation for their visit and then introduced basic information of Shanghai Party Institute and Shanghai Administration Institute. GUO pointed out that Shanghai Party Institute and Shanghai Administration Institute operated with the mechanism of “one institution with two names,” performed four main functions: firstly, to provide trainings for cadres and civil servants, with the number of trainees up to 50,000 per year; secondly, to conduct scientific research, which focused on social scientific researches such as Marxism, politics, economy, public administration and social management; thirdly, to serve as a think tank, undertaking decision consultation and research for the municipal Party committee and municipal government of Shanghai; and fourthly, to cultivate postgraduate students. In terms of school running characteristics, GUO highlighted the integration of teaching, research and consultation as well as internationalized school running model. He pointed out that the integration of teaching, research and consultation was namely “trinity” and aimed at promoting the research of it as a whole. At present, Shanghai Administration Institute has established stable cooperative relationships with 38 foreign training institutions, famous universities, administration institutes and think tanks in five continents around the world, including Harvard University, Oxford University, Italy National School of Administration, Brazil National School of Administration and France National School of Administration. There are many internationalized programs related to the Institute, including Chinese oversea training programs and foreigners’ training programs in China, major bilateral & multilateral international conferences and scholar visiting programs. The school running characteristics of the Institute enable the integration of student’s theoretical training and business training, as well as make the training with the best results by a variety of modern teaching methods such as classroom teaching, on-site teaching, practical teaching, discussion-based teaching and problem-driven teaching. GUO also expressed his hope to strengthen cooperation and exchanges with Public Administration Academy of the Republic of Armenia (PAARA) and actively promote the exchanges between the two sides.
Arsen Lokyan, President of Public Administration Academy of the Republic of Armenia (PAARA), showed his gratitude to Shanghai Administration Institute for the reception. He said that Public Administration Academy of the Republic of Armenia (PAARA) was a school established in 1994 to train national civil servants and cultivate postgraduate and doctor students as well as conduct basic research & administrative research programs. The school actively develops cooperation and exchange programs with foreign partners, has joined the international network of colleges & universities and the European network of colleges & universities, and cooperates with many multinational companies and UNDP (United Nations Development Program) to train civil servants and enterprise managers. Arsen Lokyan also said that Shanghai is a warm city, and he really hoped to cooperate with Shanghai Administration Institute to learn Chinese experience, exchange training and scientific research achievements, strengthen understanding and advance cooperation so as to jointly promote the development of both sides.
After the meeting, the delegation also visited the teaching facilities of Shanghai Administration Institute and came to know its campus construction progress.
