The Seminar consisted of 20 Chama Cha Mapinduzi National Executive Committee members and regional secretaries, including 16 ministerial officials.

SHEN Wei, the Executive Vice-principal of Shanghai Party Institute, met with the delegation members and expressed his welcome. He told the delegation that, last December, at a dialogue between CPC and the world leaders, General Secretary XI Jinping expressed our willingness to reinforce exchanges with political parties around the world, to share experience in party building and state governance, and to carry on civilized exchange and dialogue, enhance strategic mutual trust, promote establishment of a community with shared future for humanity and work together for a better world with people all over the world. This was their second visit to Shanghai Party Institute following the Seminar of Tanzania Chama Cha Mapinduzi National Executive Committee members last May, in the hope to learn about the successful practice of CPC over state governance and significant achievements made through the reform and opening-up policy. Rodrick L Mpogolo, the Head of the Seminar and the Deputy General Secretary of Tanzania Chama Cha Mapinduzi, said: “We thank the Chinese government and people for their cooperation and assistance to Tanzania. As Chinese Communist Party has made significant achievements in economic and social development, we made it our goal to learn from CPC in leading socio-economic development and party building in this visit to Shanghai, China!”

In order to improve pertinence and validity, the arrangement fully considered the demands of Tanzania Party in terms of the trip design, subject settings and visit location, to set an introduction session on CPC’s mass work theory and practice, and its experience in corruption prevention and control system as well as a field visit to Jading New Town, Jading Smart Automobile Park and Linfen Sub-district of Jing’an District, so as to give insight into the design and construction of the smart new town, development of smart automobile industry, Party building at grass-roots level, and community governance practice and experience in Shanghai. In addition, the delegation also visited the Chinese Wushu Museum in Shanghai University of Sport to watch traditional martial arts performance and experience the broad and profound traditional Chinese culture. Meanwhile, regarding to “comprehensively strengthening Party discipline” and “grassroots social governance”, supplementary reading materials were prepared in English to enhance the delegation’s knowledge and understanding in relevant fields. The delegation members actively engaged themselves in the exchange activities throughout the visit.

The delegation highly appreciated this visit to Shanghai. Dr. Ibrahim H Msengi, a Tanzania Chama Cha Mapinduzi National Executive Committee member, said: “By learning the mass work practices of CPC introduced by Professor LIU Zonghong, I have got a deeper understanding about the CPC’s governing concepts and the mass line built on the principle of people supremacy and its effort in fulfilling peoples expectation for a better life.” Kate S Kamba, the president of Chama Cha Mapinduzi in Dar es Salaam, said: “Regarding to the anti-corruption system of CPC as introduced by Professor YUAN Feng, we exchanged a lot of opinions with members of CPC Shanghai Commission for Discipline Inspection and learned about their determination and specific practices to tackle corruption. Anti-corruption is also a challenge for Chama Cha Mapinduzi as both share many difficulties in common. The performance of CPC can provide a reference for us. Before the departure, the delegation highly praised Shanghai, which is a beautiful metropolitan city and Shanghai Party Institute enjoys an elegant environment, complete supporting facilities and first-class professors; Chama Cha Mapinduzi will adopt the Chinese Communist Party as a role model so that one day they can build their own party school and make Tanzania a better country. Long live the friendship between China and Tanzania!
