On June 5, a delegation of Vietnam, consisting of 18 representatives from different government departments of Ho Chi Minh City, paid an official visit to Shanghai Administration Institute (SAI). Mr. Shen Wei, the executive president of SAI, hosted the talk.
Shen extended his warm welcome to the delegation. He said that SAI has been maintaining close relationships with Vietnam since the first communication between each other in 2004. The two parties signed the cooperation agreement and witnessed sound cooperation from then on. Shen made a detailed introduction about the training of Shanghai Party Institute of CPC (SPI) and Shanghai Administration Institute(SAI), emphasizing that SPI is a department affiliated to Shanghai Municipal Committee of CPC, and SAI is a department directly under Shanghai Municipal Government. SPIs training is targeted at Party leaders of Shanghai and SAI is mainly training governmental public servants. SPI and SAI implement “One System, Two Names” practice. Shen also pictured the group school-running system as 1+5+16 and the key training programs of SPI and SAI, especially the 2+X program, namely, 2 stands for the Organizational Department of Shanghai Municipal Committee of CPC and Shanghai Party Institute of CPC, X means one or more than one of the government departments. Such programs undertake seminars on special topics and decision-making work as one, in order to better promote the central task of Shanghai government. SPI and SAI’s training is aimed at improving trainees’ capacity and serve the overall work of the social and economic development of Shanghai. Recently, SPI and SAI has done more than 100 entrusted training programs from other provinces and over 30 training programs from abroad, with the training scales of 50000 person times annually. The major subjects takes up 70% of the overall subjects, among which are Marxism, Socialism with Chinese characteristics, General Secretary Xi Jinpings series of important speeches. Finally, the two parties reached agreements on the training programs designed for the senior and middle public servants of Ho Chi Minh City from 2017 to 2019, which SAI has devoted so much to arrange.
Ms. Vo Thi Dung, the head of the Vietnamese delegation, also the deputy secretary of Ho Chi Minh City Municipal Committee, delivered her gratitude and said that the delegation was very pleased to visit SPI and SAI. She appreciated SAIs effort in prompting the training programs for the senior and middle public servants of Ho Chi Minh City. She also briefed the current training situation of Ho Chi Minh National Political Academy, Political Institute of Zone II, and hoped that the two parties could maintain close cooperation and communication and make better contributions to the cooperation and exchanges between the two countries.
The delegation also made idea-exchanges with SAI on the Party building within non-public sectors in China.
