Shanghai Party Schools' Seminar on the Theory of Supply-Side Structural Reform and Economic Transformation & Upgrade Held

    In order to thoroughly implement CPC Central Committee's and CPC Shanghai Municipal Committee’s strategic deployment of supply-side structural reform and to speed up economic transformation and upgrade, the Seminar on the Theory of Supply-Side Structural Reform and Economic Transformation & Upgrade was recently held in Minhang District Party Institute, co-organized by Shanghai Economist Association (SEA), SPI Economics Department, Shanghai Development Research Institute and Minhang District Party Institute. Dozens of experts and scholars from Shanghai Party schools and member units of SEA attended the Seminar. Managing Vice President ZHANG Yingxia of Minhang District Party Institute delivered a welcome speech.

    At the Seminar, experts and scholars presented their views respectively. WANG Guoping, Full-time Director of the Learning Committee of Shanghai CPPCC and Vice President of SEA, pointed out that we should pay attention to the research of three aspects during the supply-side structural reform, namely ideological research, scientific research and operational research; we must fully understand and properly deal with the relationship between government and market during the reform, and give full play to both sides; we shall remember the reform will go through different stages, and base our work on realities and take practical measures to achieve substantial results.

    YIN Desheng, Dean of the Economics School of East China Normal University (ECNU), and TAO Jiming, Executive Deputy Director of the Institute for Strategic Studies of the Development Research Center of Shanghai Municipal Government, analyzed the supply-side reform from the perspectives of RMB internationalization and technology innovation system respectively. YIN Desheng held that the supply-side reform of RMB internationalization shall start from the supply of RMB asset pool, supply of financial innovation system, supply of financial market and capital account liberalization; TAO Jiming believed that in order to realize the shift from "management" to "governance", a new technological innovation governance system shall be constructed in Shanghai in the process towards a Global Technology Innovation Center.

    ZHAO Beiwen, Deputy Director of World Economy Institute of Shanghai Academy of Social Sciences, and ZHAO Hongjun, Vice Dean of Business School of Shanghai Normal University, analyzed the supply-side reform from the perspective of the Belt and Road Initiatives (B&R). ZHAO Beiwen held that we should make use of B&R to realize the coordinated development between structural reform and openness in policy and industry, between two-way investment and foreign aid, and between investment policy and tax policy; ZHAO Hongjun believed that Shanghai should make full use of the construction of “Four Centers”, Free Trade Zones and Technology Innovation Center, actively serve B&R and promote “innovative development, transformation and upgrade”.

    LI Xiaole, Doctor of SPI Economics Department, XIE Gang. Lecturer of SPI No.3 Branch, and CHEN Youzhi, Lecturer of Minhang District Party Institute, also elaborated their academic views. JU Lixin, Executive Vice President of SPI Shanghai Development Research Institute and Deputy Secretary-General of SEA, and TANG Juelan, Deputy Director of SPI Economics Department, gave their comments respectively, highlighting the key points in the academic exchange. The experts and scholars had a heated academic discussion centered on supply-side reform, the main task of the future economic work, and offered their suggestions. The successful seminar has achieved good results.
