2016 Class on Construction of Governing Capacity for Ministerial Officials of Nepal at SAI

    Entrusted by the Training Center of Chinese Academy of Governance, the 2016 Class on Construction of Governing Capacity for Ministerial Officials of Nepal was held in our institute from 20 to 22, November. The class consisted of 21 senior and intermediate officials from Nepalese government departments, including the Presidential Palace, Vice Presidential Palace, Western Development Region Government, Committee of Public Services, and the Department of Land Reform and Management, among whom 11 were officials at the vice-ministerial level, 6 were officials at the department level and 4 were officials at the division level.

    On the morning of 21, Provost MEI Lihong met the members of the class and introduced the basic information about our institute, accompanied by the director of the Training Department. Professor WANG Zhiping, Director of the Economics Teaching & Research Department, gave a speech themed “Shanghai Economic Development and Construction and Service-oriented Government”. In the afternoon, the class visited the Administrative Service Center of Xuhui District to learn about the “Internet plus Government services” model, and experienced the online and offline integrated government services. They had active interactions with teachers on such topics as experience of service innovation, reform of social management, social welfare, and people’s happiness-feelings. They discussed and asked questions in a lively atmosphere.

    Mr. Malego·Narayan Gopal, the class monitor and Secretary-general of Nepal’s Vice Presidential Palace, talked on behalf of the class, appreciating the thoughtful arrangement and warm reception by Shanghai Administration Institute. He said that Nepal and China had been maintaining an amicable cooperative relationship for a long time and Nepal had received China’s wide support. During their stay in China, the class members met Chinese government officials at various levels and learned a lot of practical experience from them, especially in public management and routine operation. Last year, Nepal amended its constitution and changed the state system into the federal system, which exerted a far-reaching influence on the governmental structure. Therefore, China’s experience in government management and administration is of great significance for Nepal and will contribute to the enhancement of the government’s management level.
