On 26 August, the 2016 Autumn Cadre Meeting was convened in Shanghai Party Institute of CPC. The executive vice president WANG Guoping delivered an important speech. The vice presidents LI Bo, GUO Qingsong, and ZENG Jun briefed their work of the first half year and their major arrangements for the second half year. All heads of departments, Party branch secretaries, and heads of the Labor Union, Communist Youth League, and Women's Federation of Shanghai Party Institute attended the meeting with LI Bo chairing the meeting.

    WANG Guoping passed on the main points of the 12^th Plenary Session of the10^th Shanghai Municipal Committee of the CPC, and demanded that they should be seriously studied and implemented in line with the practical work of our institute. WANG Guoping noted that in the first half of the year, our cadres and staff-members made concerted efforts and meticulous preparations for the convening of the Party institute work meeting, meticulously prepared for the upcoming supervision and evaluation by Chinese  Academy of Governance, profoundly advanced five major implementation strategies, and orderly carried out "1+5" group-style school running and the system development of Party institutes, which resulted in solid work, outstanding spotlights and distinctive features worthy recognizing.

    WANG Guoping stressed that we should pivot on the four major tasks specified in the gist of annual work of the Party institute and push forward the work of the second half year in line with the new situation and new requirements. In the in-depth advancement of implementing the guidelines of the national and the Shanghai Party Institute meetings, we should place more emphasis on the development of the major work and main courses. In advancing the implementation of the work, we should be well positioned to embrace such important tasks as the upcoming supervision and evaluation by Chinese Academy of Governance, the application for the title of National Key Marxist College, the reform of the performance-related pay system, the reconstruction and extension of the comprehensive teaching buildings and the inspection tour by Shanghai Municipal Party Committee.

    WANG Guoping stressed that we should further highlight the development of the major works and main courses, study and make scientific planning, optimize core supporting systems, and pool the achievements together for demonstration. Efforts should be made to enable these three tasks to make mutual progress, bring the development of the major works and main courses to the forefront, and play an exemplary role in the national Party institute system.

    Firstly, efforts should be made to scientifically plan the development of the major works and main courses. Active exploration should be made in the following three aspects: firstly, study and formulate three major programs for theoretical education, Party spirit education, and total-element education; secondly, theoretical education should be made to cover the trinitarian layout of the basic Marxist theory, socialist theory with Chinese characteristics, latest localization of Marxism in China, and step up the education on the latest localization of Marxism in China; thirdly, stay true to the mission, always stick to this attribute by which the Party institutes offer the most Party spirit education, constantly explore and improve the "full-around, overall-process, and total-element" Party spirit education system, and enhance its pertinence and effectiveness.

    The second is to improve the core supporting system of the major works and main courses. The integration of teaching, research, and consulting is the new requirements by the cause of the Party institute developing in the new stage. It is also the core support to the major works and main courses. We should always adhere to the fundamental orientation of the service of the major works and main courses. Coordinated by the steering committee for the integration of teaching, research, and consulting, we should constantly improve the work layout to develop cohesive force and ensure that the resources are scientifically allocated, highly integrated, and exquisitely materialized".

    The third is to pool the achievements together for demonstration. We will pool together the achievements in the development of the major works and main courses for demonstration in line with the different work stages. In the current period, we should summarize, duplicate, and spread the innovative teaching methods of Marxist classic theories, explore an effective way to launch Party spirit education through practical training, undertake the theoretical research on and work practice for total-element Party spirit education, and pool together the achievements for demonstration.

    WANG Guoping also stressed that to do well in the second half of the year, we should always carry forward our culture comprising "sense of mission, overall viewpoint and spirit of devotion" into the fundamental source of power to advance our work, guide cadres and employees to maintain the positive attitude of "Party institute ruled by the Party, forging ahead, ready to take responsibilities, and work hard in unity ", and continuously advance the cause of the Party institute.
