A symposium on capabilities of the management of large state-owned enterprises for information publicity and guidance of public opinions was jointly held at Shanghai Party Institute from June 21 to 22 by the Organization Department Publicity Department of Shanghai Municipale Party Committee, Shanghai Party Institute and Shanghai Municipal Government Office. ZHOU Bo, Deputy Mayor of Shanghai, attended the opening ceremony and made mobilization for the symposium. WANG Guoping, Executive Vice President of Shanghai Party Institute, presided over the ceremony.

    ZHOU Bo stressed that, firstly, the importance of information publicity and guidance of public opinions should be fully understood, the spirit of talks by President XI Jinping at the news-and-public-opinions-related-work conference of CPC, as well as the spirit of documents from the Central Committee of CPC on doing a better job in information publicity, important policies interpretation and guidance of public opinions in serious and extremely serious emergent public events, shall be well learned; secondly, information publicity and guidance of public opinions should be practically improved. This meant that subject publication, typical case publication, achievement publication, or news report on emergent public events, hot topics guidance and public voice supervision, should be completed with focus on such three aspects as timing, extent and effect and in compliance with requirements in these three aspects; thirdly, all work for information publicity and guidance of public opinions should proceed under an overall arrangement, to the effect that responsible bodies were identified, response time requirements were determined, guidance process was properly controlled, and media were well dealt with and properly used.

    As ZHOU Bo pointed out, large state-owned enterprises were an important component of the national economy; which were the pillars of the national economy, playing an extremely importance role in the development of it; they also made great contribution to the economic and social development of Shanghai. The production and operation safety of large state-owned enterprises and groups were related to guarantee of people's livelihood, and they matter a lot in terms of operation safety of the city. Therefore, all state-owned enterprises had tol enhance the sense of social responsibility, urban safety and production safety. The management of large state-owned enterprises was the first person responsible for production safety and served as the first spokesman for information publicity in case of emergency. Therefore, they should strengthen their capabilities to tackle emergencies and deal with media.

    Some experts and scholars, say, SHAN Shunchang, chief of Emergency Controlling Experts Team of the State Council, were invited to give themed lectures on crisis control and public opinion management in case of emergencies, and provided simulated practice of press release on the basis of recent hot topics.

    More than 70 people attended the symposium, and they were in charge of large state-owned enterprises (including their subordinate groups) closely related to the production and operation safety of Shanghai, external-publicity members in these enterprises, and heads of some central enterprises based in Shanghai.
