No. 4 Branch of SAI and Shanghai Institute of Science & Technology Management Held the 2016 Symposium on Transformation of Scientific and Technological Achievements

    In order to fully implement the arrangement of Shanghai CPC Municipal Committee and Shanghai Municipal Government to speed up the establishment of a scientific and technological innovation center, No. 4 Branch of Shanghai Administration Institute and Shanghai Institute of Science & Technology Management jointly held the 2016 Symposium on Transformation of Scientific and Technological Achievements in Jiading District, Shanghai on the morning of May 14, WANG Qun, President of No. 4 Branch of Shanghai Administration Institute, attended and addressed on the symposium. HUA Qingcheng, Secretary of the Party Committee and Deputy Secretary of Shanghai Institute of Science & Technology Management, attended the symposium. XIANG Jianchun, Deputy Party Secretary of No. 4 Branch of Shanghai Administration Institute, presided over the symposium.

    WANG Qun pointed out that HAN Zheng, Secretary of Shanghai Municipal Party Committee, stressed that the key to accommodate and lead the new norm of economic development of China and to improve the international competitiveness of Shanghai was to take scientific and technological innovation as the basis to rely on and to realize the change of the development pattern and the transformation of development motive on the Shanghai Scientific and Technological Awards Conference in April. When visiting Shanghai University before then, HAN Zheng pointed out that currently our colleges and universities had very strong capabilities to transform “money” (i.e. scientific research funds) to “paper” (i.e. scientific research papers and achievements), but were poor at transforming “paper” to “money”. Therefore, colleges and universities should stand firmly on the reality of local social and economic development, commit themselves to the application and industrialization of scientific and technological research achievements, and improve their capabilities to transform scientific research papers and achievements to practical productivity so as to push forward our economic and social development. The symposium was conducted with the implementation of municipal leaders’ requirements as our subject, and it served the establishment of the scientific and technological innovation center. She expected we could reach a consensus and produce a result through our common efforts so as to procure a better resolution to this point in Shanghai.

    On the symposium, distinguished guests, such as YAO Guangtao, Director of Technology Transfer Center of Shanghai University of Traditional Chinese Medicine, ZHAO Fuxiang, Deputy Director of the System Reform and Laws Division of Shanghai Science and Technology Committee, ZHU Xuedong, Executive Vice President of Science & Technology and Development Research Academy of East China University of Science and Technology, and LIU Xiaoling, Deputy Director of Planning & Research Division of Shanghai Academy of Science & Technology, respectively gave subject talks. Trainees’ representatives, including ZHENG Xinyou, Deputy Director of Scientific & Technological Development Division of Shanghai Institute of Optics and Fine Mechanics, Chinese Academy of Sciences, FENG Daolun, Deputy Director of Science and Technology Division of Shanghai Maritime University, DENG Na, Director of Technology Transfer Center of Scientific Research Division of Shanghai University of Engineering Science, and ZHAO Faxi, staff member from Legal Affairs Center of Shanghai Kunjie Hardware Tools Co., Ltd., respectively gave talks on such subjects as “Existing Problems, Causes and Countermeasures of Colleges and Universities in Transformation of Scientific and Technological Achievements” and “Approaches for Governments to Better Support Businesses in Transformation Activities of Scientific and Technological Achievements”.

    On the symposium, guests and trainees made heated discussions and communication. They discussed their respective difficulties and problems encountered in the practical transformation of scientific and technological achievements, sorted out and identified the bottleneck issues that restricted the transformation of scientific and technological achievements, and also made analyses and proposed countermeasures accordingly, which reached the effect of common inspiration and promotion.

    The symposium was a periodical outcome of the 2016 Special Training Class of Transformation for Scientific and Technological Achievements. This Training Class, jointly organized by No. 4 Branch of Shanghai Administration Institute and Shanghai Institute of Science & Technology Management, lasted from May 11 to May 14 and was in Jiading District, a satellite town for scientific development of Shanghai. There were more than 40 trainees who were engaged in the transformation of scientific and technological achievements from scientific committees, research institutes, colleges & universities and enterprises in all districts and counties in Shanghai participated in the Training Class. During the 4-day training, trainees comprehensively learned about applicable policies and regulations as well as typical cases in the transformation of scientific and technological achievements, shared valuable experience in the transformation activities, and got inspired from results through communications and discussions, which enabled them to further understand how to improve the transformation of scientific and technological achievements in their own working posts.
