Entrusted by the Training Center of Chinese Academy of Governance, the Seminar of Vietnam Party and Government Leaders at Bureau-Director Level came to Shanghai Administration Institute (SAI) for further studies on April 15. The Seminar was composed of 22 Vietnamese government officials from the External Affairs Department of the Party Central Commission, the General Offices of the Party Centre and Central Government, the Supreme Peoples Procuratorate, the Central Organization Department, and other organs. There were 15 of them at the director general level and 7 at the division level. LIU Gang, the class teacher at the vice director-general level of the Training Center of Chinese Academy of Governance accompanied the Delegation on the visit.

    In the afternoon, MEI Lihong, Provost of SAI, warmly welcomed the members of the Seminar and had a group photo with them. The chiefs of the Foreign Affairs Office and of the Training Division attended the meeting. Professor CHEN Qixing, Head of the Institute’s Public Administration Department make a lecture to the Vietnamese trainees on the special topic of "the Experience of and Practices of Handling Government-Market Relation in Shanghai." The lecture contained the central government’s requirement on handling the relation between the government and market properly and the practices and experiences of Shanghai in handling such relation, Professor CHEN introduced deepening the administrative approval system reform which streamlined administration and delegated more powers to subordinate governments, promoting the checklist management reform that distinguished the boundary of power and duty among governments, markets, enterprises, and society, and enhancing the comprehensive market supervision and regulation, etc. The Vietnamese trainees were quite interested in the professors introduction and had an in-depth discussion with him about the key points, hot issues and difficult issues such as the government information publicity and sharing, the governments resource allocation among state-owned enterprises, private enterprises and foreign enterprises, the problems faced by the government in promoting the administrative system reform, the responses and measures of governments at various levels and the concerned departments to the central government’s  streamlining administration.

    PHAM HAI, Head of the Seminar and Director of the Middle East-Africa-Latin-America Bureau of the External Affairs Department of the Party Central Commission, delivered a speech on behalf of all trainees to appreciate SAI’s considerate arrangements and excellent lecture. PHAM HAI also expressed that the lecture would be of great help for their future work.
