On September 24, the bilateral international conference themed “Power Restriction Mechanism under Rule of Law” was held in Shanghai Administration Institute by both SAI and Friedrich-Ebert-Stiftung Shanghai Office. Before the opening ceremony, Guo Qingsong, vice president of SAI, met Dr. Carsten Stender, the director of Office of Sozial Demokratische Partei Deutschlands (SPD). Guo highly appreciated the importance of Friedrich-Ebert-Stiftung Shanghai Office in promoting the bilateral academic communication between Shanghai Administration Institute and its partners in Germany. He said that SAI and FES maintains good relationships for many years, and every head of FES Shanghai office attached great importance to this relationship. The current head, Ms. Catrina Schläger, took office in 2012. In her terms of office, she facilitated a series of bilateral international conference between SAI and FES Shanghai Office, among which were some important ones such as “Political Parties and Poll of Public”, “Administration of Modern Political Parties: China and International Practice”, “Social Transformation and Political Parties Transformation”, “Growth and Inequality of OECD Countries and Emerging Economic Entities”. The seminar themes varied from politics and rule of law to social and economic issues. Besides, the FES Shanghai Office invited well-known scholars and professors to participate in SAI’s multi-lateral international conference every year, and provided many chances for visiting scholars in SAI to Germany. Dr. Carsten Stender also expressed his gratitude for SAI in making efforts in Germany-China academic exchanges. He said that SPD paid great attention to the dialogue with CPC. 31 years ago, with the dialogue between Mr. Deng Xiaoping and Mr. Willy Brandt, the then Chairman of SPD, German Friedrich-Ebert-Stiftung opened its office in China successfully. And the Shanghai Office kept close ties with Shanghai Party Institute of CPC (Shanghai Administration Institute) for many years, thus promoting the communications and understanding between the two Parties. Entrusted by SPD, Carsten Stender also brought the Willy Brandt Medal conferred by SPD and the Honorary Certificate with the autograph of the Director of International Affairs Division of SPD, in order to thank Shanghai Party Institute of CPC (Shanghai Administration Institute) in promoting understanding and friendship between SPD and CPC, which was the first time for SPD to do so among China’s Party Schools and Administration Institutes.
