On the morning of August 31, the 2015 Autumn Opening Ceremony of SPI and SAI was solemnly held in the auditorium of SPI. Xu Zezhou, a member of the standing committee of CPC Shanghai Municipal Committee, Director-General of the Organization Department of the Committee and President of SPI attended the opening ceremony, and delivered a lecture themed on "Leading Cadres Should Take the Lead in Practising Three Stricts and Three Earnests ". Chen Hao, Deputy Director-General of the Organization Department of the Municipal Committee, Vice-President of SPI and SAI presided over the ceremony. Wang Guoping, Executive Vice-President of SPI and SAI introduced the general teaching arrangement.

    Xu Zezhou pointed out that in April last year, the CPC Central Committee decided to carry out special education of "Three Stricts and Three Earnests" among the leading cadres at the county or division level and the above. It is an important political task at present to seriously carry out the special education on "Three Stricts and Three Earnests "，and it is a major matter for leading cadres to take the lead in practising "Three Stricts and Three Earnests " requirements.

    Xu Zezhou stressed that leading cadres should understand the essential connotation, significance and practical orientation of "Three Stricts and Three Earnests " and be the profound perceivers, implement "Three Strict and Three Earnests" requirements, be the determined practitioners, always keep the Party, the people, the responsibilities and the restrictions in mind and be sensible to politics, considerate with the people, innovative to development and in line with rules and regulations, should play an exemplary role, dare to tackle the problems and be good at managing, establish rules and regulations, promote the whole team, unit and region to improve spiritual outlook in a strict and practical manner, enhance the "Three Stricts and Three Earnests" atmosphere and be the active motivators.

    Guo Qingsong and Zeng Jun, Vice-Presidents of SPI and SAI, were also present at the ceremony. Total of more than 500 trainees at the opening ceremony were from the following 10 classes: the 97th refresher class of leading cadres, the 50th training class of young and middle-aged cadres, the 57th rotary training class of cadres at department-level in the Party and government organs, the 2015 training class of young and middle-aged cadres outside the Party in Shanghai, the 81st civil service leadership position training class of department leaders in leading organs of Shanghai, the 2nd scientific and technological innovation special training class of civil service leadership position at the department-level, the 58th refresher class of cadres of discipline inspecting and supervising, the 2nd seminar of private entrepreneurs-high-level talents of "two new-types" organizations, the Partys ideological construction thematic seminar of the new central leading collective, the 1st modern thinking method thematic seminar of cadres. And the cadres at and above the middle-level from the head school and branch schools of SAI, the faculty of the head school of SAI and the chiefs of the Party Schools of districts and counties.
