Under the entrustment of the Chinese Academy of Governance, the Cuban Class for Chinese Experience in Investment and Regulation of Special Economic Zones had their research and studies at Shanghai Administrative Institute (SAI) from July 1 to 2. The class consisted of 25 officials at the departmental and divisional levels from the Ministry of Foreign Trade and Foreign Investment, the General Audit Administration, the Ministry of Industry, the Ministry of Energy and Mineral Resources, the Ministry of Tourism and some other departments of Cuba. Ms. CHENG Cize, Deputy Director of the Training Center of the Chinese Academy of Governance, visited SAI together with the class.
MEI Lihong, Dean of SAI, warmly met the class and gave a basic introduction to SAI in the morning on July 1. Chiefs of the Foreign Affairs Division and the Training Division were also present. SHAO Yudong, a former member of the Standing Committee, who once served as directors-general of the Publicity Department and the United Front Work Department of the CPC Committee of Pudong New Area, as one of the first experts specializing in the development and opening-up of Pudong New Area in 1990, introduced to members of the class the development, opening-up and the construction of Pudong New Area in details. During their research and study, arrangements were made for the class to visit China (Shanghai) Pilot Free Trade Zone to learn about the construction and administration of the Area, and Shanghai Jinqiao Economic and Technological Development Zone to witness the development and growth of foreign-funded enterprises.
Trainees of the class, with keen interest, conducted active interactions and in-depth communication during the two-day session. The class monitor Ms. Hubon Nuñez Indira, Deputy Director of the Department of Supervision of the Ministry of Foreign Trade and Foreign Investment, said at the end of the training session that they visited China with a main purpose to learn from Chinas experience in regulation of special economic zones and foreign investment, particularly the successful experience in laws and regulations. They were deeply impressed with the consistency of the arrangement and the purposes of this class and had learnt a lot during their two-day stay in Shanghai. She expressed gratitude to SAI for the considerate preparation for the training which made everything successful. They would bring the valuable experience they had obtained back to Cuba and put it into the construction of their own country, she said.
