On June 30, Wang Guoping, Executive Vice President of Shanghai Administration Institute (SAI), met the Chairman of Maldives Civil Servant Commission.

Wang expressed his warm welcome for the delegation, and then detailed the four major functions of Shanghai Administration Institute, namely, civil servants training, academic research, consultation for government decision-making and postgraduate education. As to civil servant training, Wang focused on seven major training programs of SAI with living examples. They are rotational training for officials at the director level, qualification training, special topic training, advanced study and training, knowledge-upgrading training, tailored training and training of trainers (TOT). Besides, SAI is now developing online training programs. Wang then shared his new thought for civil servant training of SAI: training for improving governing ability and training for promoting government work. He emphasized that SAI was now regarding training as a platform for promoting government work, which is the international practice adopted by many developed countries in the world nowadays. SAI has successfully completed one of such programs called Synthesized Market Regulation. The Vice Mayer of Shanghai who is in charge of the corresponding fields had, four times, participated in this program, indicating the great concerns and support of Shanghai government. Finally, Wang concluded the internationalized education of SAI, which is of great significance to training, scientific research and government consulting. SAI has been increasingly open to the outside world and established academic cooperative relations with many government organs such as Italian National School of Administration (SNA) and Brazil’s École Nationale dAdministration Publique (ENAP), research institutes and higher schools such as Harvard University and University of Oxford. With a global cooperative network, SAI is carrying out extensive exchanges in terms of public servants training, joint academic research, visiting scholars, bilateral seminars and international conferences and sends faculty members as well as students abroad for visits or advanced studies every year.     

Mohamed Latheef, Chairman of Maldives Civil Servant Commission, extended his gratitude to SAI for the warm reception. He said that it was the first time for the delegation to visit China. Not long ago, the state visits between President of China and President of Maldives produced beneficial fruits for the two countries. As the government organ organizing over civil servants training, Maldives Civil Servant Commission sincerely hoped to establish stable cooperative relations with China in terms of civil servants training and faculty cultivation. Moreover, he also hoped to learn some matured experience in attracting foreign investment into Shanghai in developing its own economy.
