In order to further enhance the friendly relationship, broaden the common ground, improve mutual trust and expand the cooperation between China and Russia, entrusted by Chinese Academy of Governance, Shanghai Administration Institute received the Russian Civil Servants’ Public Administration Workshop to do research and study in our institute on 25th Jun. The workshop aimed to help Russian trainees understand more about the experience and development direction of Chinese public administration reform. The workshop was comprised of 12 officials at division and bureau level from central and local government organs of Russia and Moscow University. Mr. Shao Wenhai, the former director of the Training Center of Chinese Academy of Governance, accompanied the workshop on their visit to our institute.

    In the morning, Mei Lihong, the dean of SAI, passionately met the trainees of the workshop and gave a brief introduction of SAI. Professor Rong Zhi from the Teaching and Researching Department of Public Administration shared the practice and experience of public administration and public service in Shanghai. In the afternoon, Professor Pan Hongyan from the Teaching and Researching Department of Sociology took the trainees to Xujiahui Subdistrict and Lingyun Subdistrict to learn about their new exploratory practice in multi-governance and self-governance of Subdistricts.  

   Interested in the courses, the trainees made active interactions during the courses and felt that they had not given full expression to their views because of limited time when the courses came to an end. Ermin Vladimir, the monitor of the workshop, as well as the executive deputy chief of the Public Administration Institute of Moscow University told us, “We come to China this time with the eager to learn about the development experience at different levels, from the nationwide to the levels of province, cities, districts and counties. Today in Shanghai, we are excited to see that China has such complete training institutes for junior and senior civil servants. We are happy to see that China has made great progress with the help of such a complete training system. What we have exchanged today are the topics in which we are most interested and we have learned much experience worth learning concerning public administration. The national leaders of Russia attach great importance to Sino-Russia relationship as China is of great significance to Russia. Therefore, we hope to carry out long-termed, sustainable and in-depth communication and exchanges, so as to make greater contributions to deepening the development of Sino-Russia relationship and deepening the communication in the administrative field.”
