On the afternoon of April 22, the workshop of “the Position and Role of Shanghai-based State-owned Enterprises in the Construction of the Scientific Technology Innovation Center" sponsored by Shanghai Party Institute (SPI) and its No. 5 Branch and co-sponsored by Shanghai Development Research Institute of SPI and Advanced Seminar for Business Managers in Shanghai was held at the No. 5 Branch. At the opening ceremony, GUO Qingsong, Vice President of SPI, and FAN Peng, President of the No. 5 Branch of the SPI, delivered a speech respectively. The workshop was presided by ZHOU Ping, Vice President of the No. 5 Branch.

    In his speech, Mr. GUO Qingsong pointed out that, with the "1 + 5" Group-based Operating Mode of SPI, the five branches possess their own distinctive features. The No. 5 Branch, centered on the enterprise training, actively explores the position and role of the state-owned enterprises in the construction of the scientific technology innovation center in Shanghai, highlighting its feature in the state-owned enterprise training. Shanghai is a city aggregating the most state-owned enterprises across the country, but in the process of promoting the reform of state-owned enterprises, the enterprises, although highly competitive in scientific and technological strength, are not so strong in the vitality of innovation, resulting in a failure of bringing the investment and talent into full play as expected. In the construction of the scientific technology innovation center, therefore, it is of great significance to address the challenges in talents, external systems and internal driving forces.  

    Mr. FAN Peng expressed that, the No. 5 Branch shall, centered on the No. 1 Project of “Vigorously Implementing the Innovation-driven Development Strategy and Accelerating the Construction of the Scientific Technology Innovation Center with Global Competitiveness” established by the CPC Shanghai Municipal Committee, should actively explore the teaching-research-consultation integration, enhance the teaching and scientific research capacity through the related training and promote the improvement in the trainees’ operation and management capacity in accordance with the requirements for scientific research of SPI in combination with the experience of the No. 5 Branch in training business leaders.

    Present at the workshop were, among others, nearly 50 persons from the related departments of the CPC municipal committee and government, research institutions, enterprises, media, SPI and its branches, and the Party schools at the district / county levels. The workshop was held in two sections. The first was focused on the themes of "Technological Innovation: National Strategy and Corporate Mission", "the Leading Role of the State-owned Enterprises in Shanghai in the Industrial Technology Research and Development and Key Breakthroughs", "the Construction of the Platforms for the Industrial Technology Research and Development of the Leading State-owned Enterprises", "Exploring the Role of the State-owned Enterprises in the Construction of the Technology Innovation Center from the Perspective of the Law", etc., where WANG Yuan, former Executive Vice President and Chief Researcher of the Chinese Academy of Science and Technology for Development; SUN Zhengxin, former Secretary of the Leading Party Group of Shanghai Association for Science and Technology; SHI Qian, Vice President and Researcher of Shanghai Industrial Technology Institute; and HE Weiyue, Director of the Department of Law Teaching and Research of the No. 5 Branch, delivered a keynote speech respectively. In the second section, the three representatives from Advanced Seminar for Business Managers in Shanghai, including YANG Qingyun, Vice President of Expo Shanghai Group; ZHAO Jian, Deputy Secretary of the CPC Committee and President of Shanghai Building Materials (Group) Co., Ltd.; and CAO Can, President of Shanghai Safe International Logistics Co., Ltd., respectively delivered a wonderful lecture in combination with the position and role of the enterprises where they worked in the construction of the technology innovation center. LUO Dajin, Head of the Division of Policies & Regulations and the Division of Development & Reform of Shanghai Committee of Science and Technology, expatiated on the necessity of combing the national strategies and the urban development of Shanghai in building a technology innovation center with global competitiveness from the perspective of the government authority. Finally, Professor JU Lixin, Executive Vice President of Shanghai Development Research Institute of the SPI made a comment and gave a summary.

    The workshop, closely centered on the No.1 Project established by the CPC Shanghai Municipal Committee, wrapped up in a lively atmosphere. All those present had enthusiastic discussions about exploring the orientation and mechanisms of innovation of the state-owned enterprises, inspiring their independent vitality in innovation, giving full play to the state-owned enterprises in the construction of a technology innovation center in Shanghai, and providing assistance in the building of the technology innovation center in Shanghai. The experts’ comments provided penetrating insight into the current situation; the decision-makers of the government boasted a broad vision and made forward-looking decisions; and the enterprises presented fresh ideas one after another from new perspectives. It is widely believed among the attendees that the workshop was reasonably structured, presenting the generality and highlighting the typicality, with considerable inspiring and guiding significance.
