On January 6, a six-member delegation of the Organization Department of the Communist Party of Vietnam (CPV) Central Committee, accompanied by the leaders of the International Department of the CPC Central Committee and of the Foreign Affairs Office of the Shanghai Municipal Peoples Government, visited Shanghai Administration Institute (SAI). And Vice President GUO Qingsong presided over the meeting.

After expressing a cordial welcome to the delegation, Mr. GUO Qingsong commented that Shanghai Party Institute (SPI) and SAI had been keeping frequent contact with Ho Chi Minh National Academy of Politics and Public Administration and he had, for many times, received the visiting delegations from the General Academy, its Region II Branch had reached a cooperation agreement with SAI and both parties had been maintaining a sound cooperative relationship for years. Mr. GUO Qingsong also introduced that SPI and SAI adopt a system of "one institute and two names" and their presidents are concurrently held by the leaders of the CPC Shanghai Municipal Committee and Shanghai Municipal Peoples Government respectively. SPI and SAI mainly feature three characteristics. First, a "1 + 5" group school-running system is adopted, of which 1 refers to the main campus and 5 means five branch schools. The five branches respectively undertake the training for the industries corresponding to cultural publicity, politics and laws, urban construction and traffic, science and technology education, state-owned assets and state-owned enterprises and economy. Second, an international school-running concept is adhered to. Taking building itself into a first-level administration institute in Asia as an objective, SAI has developed cooperation with counterparts over the five continents. It has established a relatively stable cooperative relationship with about 30 well-known universities and training institutions including Harvard University in the US, Oxford University in the UK and National School for Public Administration of Italy. Third, the three functions of civil servant training, scientific research and providing consulting service for governments are integrated. 

Mr. Nguyen Khac Diu, Head of the delegation and Chief of the Education and Training Division of the Organization Department of the CPV Committee, expressed his gratitude for the reception offered by SAI. He remarked that the main purpose for which the delegation paid this visit was to learn about the training for leaders and civil servants of the CPC and the governments of China, and they had found that the teaching facilities in the SAI are highly advanced and modernized during. Vietnam is quite similar to China in terms of the cadre education and training system. With a hierarchical classified training system, it also has party schools at different levels from the central to local party organizations. The Organization Department of the CPV Central Committee hoped to learn more about the nature and role of the party schools in China so as to enhance the cooperation between both parties, constantly update their knowledge, and enhance the building of their own party school system. 

The Personnel Division and the Division of Teaching Management respectively made introduction to the delegation on the building of faculty team, the objects and contents of training and the curriculum design of SPI and SAI and both parties exchanged ideas on their interested topics.
