A lecture team from Harvard came to SAI and gave lectures for the trainees at SAI from November 19th to 21st, 2014. Prof. Mei Lihong, Provost of SAI, met them and exchanged with them her ideas about how to carry out this training program satisfactorily .

Dr. Howitt is Executive Director of the Roy and Lila Ash Center for Democratic Governance and Innovation at HKS, Harvard, in charge of its education and research programs. He is also co-directors of the program on Crisis Leadership, sponsored jointly by the Ash Center and the Taubman Center for State and Local Governments. Dr. Howitts research focuses on public management and cross-governmental policy implementation, particularly on emergency preparedness and disaster management. Mrs. Kayyem is a faculty member at HKS, Harvard. She is also an analyst for CNN and Boston Public Radio. She spent over 15 years in senior positions in state and federal governments, most recently as President Obamas Assistant Secretary for Intergovernmental Affairs at the Department of Homeland Security. This time they came to SAI and gave lectures on Urban Public Safety. In the 3-day training program, they introduced to the trainees at SAI how to prepare for routine emergencies and crises, how to manage immigrants and immigration, how to ensure the safety of residential areas, how to prevent epidemics of infectious disease, how to protect ports and shipping, how to respond to the threat of terrorism and how to respond to environmental disasters. Besides, Dr. Howitt also delivered a lecture on the lessons from the Boston Marathon bombings at Shanghai Forum on Scientific Development for all trainees at SAI on the afternoon of November 21st.

From their lectures, the trainees at SAI learned how to respond differently to different crises threatening public security in different areas of the United States, which they can use for reference to find out what potential crises Shanghai may have and different solutions to these crises.
