On the morning of October 23, Professor Gisela Färber from German University of Administrative Sciences in Speyer gave a lecture on "Improving Senior Staffs Capacity of Decision-Making and Innovation: A Reflection on Training of Senior Managers in Germany" to the 21st training class for middle-and-young-aged CPC cadres and the 6th training class for middle-and-young-aged non-CPC member cadres at SPI No. 4 Branch. As a grand academic event, the lecture was hosted by Professor WANG Qun, president of SPI No. 4 Branch, and attended by all cadres, teachers and trainees of the school.

President WANG Qun began with a brief introduction to German University of Administrative Sciences in Speyer and Professor Gisela Färber. As a professor of national economics, Gisela Färber specializes in basic national economics and cameralistics, and enjoys high reputation in her fields. As one of the ten members of the German National Regulatory Commission, she has done many policy-making consultations and project evaluation for the federal and local governments of Germany. German University of Administrative Sciences in Speyer and Shanghai Party Institute have been cooperating and exchanging for over a decade. Their cadres and teachers have frequent academic collaborations and exchanges. Professor Färber attended many international symposiums held at Shanghai Party Institute and gave lectures here. Invited by President WANG Qun, Professor Gisela Färber visited SPI No. 4 Branch and gave a lecture to two key training classes this year, i.e. the 21st training class for middle-and-young-aged CPC cadres and the 6th training class for middle-and-young-aged non-CPC member cadres.

She gave an informative and humorous lecture with detailed statistics on improving senior staffs capacity of decision-making and innovation in five aspects, namely, overview of the civil servant training in Germany, political decision-making and role of senior managers, how to improve and maintain the quality of political decision-making, problems analysis, and conclusion. She briefed the trainees on the status quo of civil servants in Germany, civil servant appraisal system, appraisal process, role of the national regulatory commission in such process, etc. Besides, with her working experience combined in, she made a dialectical analysis of the employment, training, appraisal system of civil servants in Germany. She pointed out that the senior staff members in German government are generally well educated and trained and that the quality of pre-supervision can be improved by implementing the mandatory standards of appraisals and its rationality can be guaranteed by the standardized interests of regulations. She also pointed out the necessity of further improving the continued education of senior staff so that they can meet new requirements for their work.

In the interactive section, trainees put forward many practical and targeted questions around the lecture, such as the future reform orientation of the influence appraisal and the status quo of civil servants in Germany. The professor answered all the questions and interacted frequently and exchanged knowledge with the trainees. MIAO Susheng and XIANG Jianchun, vice-presidents of SPI No. 4 Branch, presented Professor Gisela Färber with a copy of A Dream in Red Mansions, a gift representing the traditional culture of China. President WANG hoped that she can bring the essence of traditional Chinese culture to Germany and spread it in her country and that the two countries can have more academic exchanges in civil servants training.

Both the teachers and the trainees believe that the lecture kept them abreast of the new measures of the German government in the process of decision-making and its civil servant training system and broadened the visions of the middle-and-young-aged cadres. After the lecture, President WANG Qun and the professor discussed further cooperation and exchanges between the two parties, especially the personalized training of middle-and-young-aged teachers and cadres.
