Entrusted by the International Exchange Center of the International Department of the Central Committee of CPC (IDCPC), Beijing Party Institute (BPI) and Shanghai Party Institute (SPI) jointly held a Special Seminar on African Political Party School Building——Cadre Seminar (I) of Senegalese Ruling Coalition from March 9 to 18, 2014. The Seminar consisted of 14 cadre trainees from Senegalese institutions such as National Supervisory Committee of Senegal Coalition for Republic, Political Bureau of the Alliance of Progressive Forces, National Youth Movement Organization of the Socialist Party, organizations for student movement, and working teams at higher schools. Training programs were carried out at BPI from March 9 to 14, and then at SPI from March 14 to 18.

To fulfill the training requirements by IDCPC for the cadre group of Senegalese Ruling Coalition at Chinese local Party institutes, the seminar aimed to assist the trainees in learning about the system building and development of the CPC party institutes, faculty building of Party institutes, training-course designs, teaching management and operational mode as well as the economic and social development in Shanghai. 

Considering these requirements, the training content of the seminar at SPI focused on the following three key points:

Firstly, focusing on the system building of the Party institutes of CPC. During the training period, ZHU Hua, Deputy President of SPI, received the trainees, introduced the development of SPI in detail, and delivered a special lecture----"Party Institute is the Main Channel for CPC to Train Cadres". ZHANG Deqi, Chief of the Capital Construction Office of SPI, introduced the infrastructures of SPI campus on site. JIN  Linquan, Executive Deputy President of Jiading Party Institute, made an introduction of Building of Grassroots Party Institutes of CPC. Sarr Mariama, a member of the National Supervisory Committee of Senegal Coalition for Republic and head of the training group, expressed that the members of the group came to realize that CPC and your State leaders attach great importance to the undertaking of training cadres, and the training content, organizational mode and management model of the Party institutes of CPC were impressive.

Secondly, focusing on the fundamental tenets of CPC. During the training period, to help the trainees understand the practical value of CPC’s masses line and grasp the functional orientation of CPC’s grassroots organizations, they were offered to get all-day teaching on site in Jiading Town, paying a visit to Sub-district Life-service Center in Jiading Town, Good Neighborliness Station of Taoyuan Community and Sunshine Homestead, a project to assist the disabled in Jiading Town. Sarr Mariama, head of the group, expressed that, through what they had witnessed in Jiading Town, they were aware how the grassroots organizations of CPC played their roles and guided society management innovation, and the experience is well worth using for reference.

Thirdly, focusing on the economic and social development in Shanghai. During the training period, the trainees had the special lecture on "the Reform and Opening-up in Shanghai: Review and Prospect" by Professor Wang Zhiping, Chief of Economics Department. They also paid a visit to the Site of the First National Congress of CPC, Xintiandi, Nanjing Road and the Bund. Sarr Mariama expressed that they understood why Chinese economy was able to rise rapidly after seeing all the aspects of the key fields in the economic development in China and the distinctive values in China and the respect for the national conditions by CPC and State leaders were worth learning from by the Senegalese Central Government.

Executive Deputy President of SPI, Professor WANG Guoping, attended the closing ceremony of the seminar. At the closing ceremony, listening about the experience of the training and appreciative remarks by SARR, Chief of the group, WANG Guoping expressed that the party institutes of CPC are the institutions for training high-end talents, playing an irreplaceable role in the process of the leap-forward development of China, and such foreign training programs held by Party institutes made contribution not only to the building of our Party as well as our motherland, but also to a better exchange and cooperation as well as the realization of mutual development of all the countries in the world.
