On June 19, 2014, Mr. GUO Qingsong, Vice President of Shanghai Administration Institute (SAI),met members of the senior manager training team from Academy of Public Administration of India with Mr. FAN Peng, Principal of No. 5 Branch School.
Mr. GUO Qingsong firstly expressed warm welcome to the training team. He indicated that Mr. WANG Guoping, Executive Vice President of SAI,led a delegation to Academy of Public Administration of India for academic communication and exchange in 2013, and learnt great details about the training programs for civil servants and senior managers in India. The Indian team for training at SAI this time was also a sound result from that visit to India. Mr. GUO then introduced the overall development of the city and SAI. He pointed out that Shanghai is consistently devoted to developing into “Four Centers (i.e., the international economic center, international financial center, international shipping center and, the international trade center)” and an international metropolis. Besides, a number of significant national strategies of China, such as the Free Trade Zone, have been carried out in Shanghai, which fully illustrates the agglomeration and internationalization level of Shanghai. Under such circumstances, Shanghai Party Institute of CCP and Shanghai Administration Institute, as the major channels of cadre education and civil servants training, shall match with the positioning of Shanghai, so as to further improve its international school-running capability. The partnership with Academy of Public Administration of India will play an important role in developing SAI into “a first-class administration institute in Asia and top administration institute in China with world-class school-running capabilities”.
Mr. FAN Peng, Principal of No. 5 Branch School, also gave a general introduction to his school and its featured training programs. He said the school undertakes cadre education and training mainly for 13 municipal commissions, offices and bureaus, e.g. State-owned Assets Supervision and Administration Commission of Shanghai Municipal Government, Shanghai Municipal Commission of Economy and Informatization and Shanghai Municipal Commission of Commerce, providing training programs for more than 20,000 person times each year. The school mainly provides three types of training programs: the administrative training programs for directors at division level to further study, for young and middle-aged cadres and a variety of themed seminars; the executive training programs for senior management of state-owned and private enterprises in Shanghai; and the training programs for some qualification certifications.
Professor Pranab Banerji from Academy of Public Administration of India, head of the training team, expressed gratitude to SAI and the No. 5 Branch School on behalf of all members of the training team. He believed the training program would surely be a great success. Besides this was the second visit he paid to China, it was the first visit for most of the other members. They believed that there was so much that India could learn from China. The training team consisting of senior management from large state-owned enterprises of India would apply what they learn from the training into practical business management to stimulate India’s economic growth when they return to their posts. Professor Pranab Banerji added that both China and India were countries with large population as to share many similarities, and he hoped that both countries and institutes would, taking exchange and training as a platform, learn from each other for mutual development.
The training team would receive a one-week training program as scheduled.
