On June 26, the delegation of Chinese Academy of Governance, accompanied by the leaders of Beijing Administrative College, visited Shanghai Administration Institute (SAI) for communication and exchange. Mr. GUO Qingsong, Vice President of SAI，hosted the meeting, with the company of Mr. LI Ning, Associate Counsel and SAI Administration Committee member.

Mr. GUO Qingsong, Vice President of SAI, delivered his warm welcome to the delegation and introduced the “1+5” group school-running system of SAI. He explicated that Shanghai Administration Institute mainly undertakes three major tasks, namely，civil servant training, scientific research and decision-making consultation. There are more than 500 faculty members altogether at the main campus and five branch schools, which totally cover an area of over 500 mu (a Chinese unit of area equal to about 0.0667 hectares). SAI provides training programs for over 50,000 person times each year. The advantages of group school-running system lie in the clear defined positioning of the branch schools, which take charge of training programs respectively for their counterpart units, manifesting features of different industries. Besides, the system complies with Shanghai’s positioning to develop into an international metropolis.

During the discussion about the international school-running concept, Mr. GUO Qingsong indicated that there are three approaches adopted by SAI. The first is the international training. SAI has undertaken a large number of training programs for foreign teams at high levels, steadily promoting the training scale. The second is international academic exchange. It sponsors multilateral and bilateral academic talks and seminars, sends delegations abroad for academic communication, and delegates experts and scholars to international conferences. The third is the visiting scholar programs. SAI sends faculty members to world famous universities, such as Harvard, Cambridge and University of Georgia, for visiting and exchanging every year. In addition, there are also exchanging and visiting programs for postgraduates. Up till now, SAI has established long-term and stable partnership with well-known universities and training agencies in 28 countries and regions. Now it is striving for developing into a “first-class Asian administration institute”.

Mr. Izha Mykola, Head of the Ukrainian delegation and President of Odessa Regional Institute of Ukrainian National Academy, expressed gratitude to SAI for reception. He introduced that Ukrainian National Academy was not only an institute providing training programs to civil servants of the country, but also an organization eligible for national higher education. Odessa Regional Institute，affiliated to Ukrainian National Academy, is an important local administrative institute. The institute mainly takes charge of civil servant training, consultation, scientific research and higher education. The training mainly focuses on public administration, leadership competency and local autonomy management. He sincerely hoped that Odessa Regional Institute would enhance partnership with SAI so as to promote mutual development and the friendship between peoples of the two nations.    

The delegation also visited the teaching facilities and the cultural and sport center of SAI, and spoke highly of the development of SAI.
