From September 13 to 19, a 20-member cadre delegation from the United Socialist Party of Venezuela(PSUV) visited Shanghai at the invitation of the International Department of Central Committee of CPC.Led by the Party’s Vice President Erika Farías, the delegation conducte danin-depth study of Shanghai’s achievements in high-quality development in the new era and experienced the city’s practice of China’s Path to Modernization. Shanghai Party Institute of CPC(Shanghai AdministrationInstitute) organized the delegation’s program in Shanghai. Vice President Wang Yongjie attended the opening ceremony and delivered a welcome address.

The matic Study: Decoding Socialism with Chinese Characteristics

The week-long visit, designed in line with Venezuela’s national development priorities, feature daseries of the matic study and case-based teaching sessionson topics including “China’s Political System,” “China’s Path to Modernization,” “The Shanghai Practice of Xi Jinping Thoughton Socialism with Chinese Characteristics for a New Era,”“Common Prosperity,”and“Cadre Training and Selection in the Communist Party of China.” These programs offered the delegation a comprehensive understanding of China with Shanghai serving a savivid example from the perspectives of guiding ideology, institutional safe guard, development philosophy, strategic objectives, and talent cultivation.

The matic Discussions: Extending from Theory to Practice

Have the subjects of mass work changed today? What new challenges arise in the newera? How should these challenges be addressed and resolved? During the thematic exchange on “MassWorkCapabilities,” participants explored real-life cases such as installing elevators in urban renewal projects, mediating neighborhood disputes, and establishing community service stations for delivery workers. Through these cases, the concepts of “Whole-Process People’s Democracy” and the “People’sCity” became vivid and tangible. At Cao hejing Subdistrict, real-world cases and immersive experiences offered one-to-one reflection of classroom discussions. Delegation members Ysis Cordero, Juan Ochoa, and Josdalia Torres remarked,“This is the city of our ideals!”

Site Visits: From 'Approaching' to 'Entering'

The delegation visited the Site of the First CPC National Congress, gaining a deeper understanding of the CPC history of struggle and its original aspiration and founding mission. They also visited the Shanghai Municipal People’s Congress to learn about its functions, structure, and operating mechanisms. Further field visits included the Lujiazui Financial City, the Qiantan International Business Zone, and rural revitalization demonstration sites in Fengxian District, and thus offered the delegation acomprehensive view of the Shanghai practice of China’s Pathto Modernization. At the Shanghai Tower, standing at the city’s highest point, the members gained an appreciation of the core essence of XI jinping’s Cultural Thought and the Shanghai “height”(highstandard) of Party-mass services. Delegates commented that the site visits not only deepened their understanding of China’s and particularly Shanghai’s successful experience in economic development and urban governance, but also allowed them to feel the warmth and wisdom of the Chinese people. Delegation member Tamara Díazsaid,“This is a different China and this is the real China.”

It is noted that from late October to early November 2024, Shanghai Party Institute of CPC(Shanghai Administration Institute) also hosted a cadre delegation led by PSUV Vice President Nicolás Maduro Guerra. Hosting another PSUV delegationl ess than a year later demonstrates the Institute’s continued contribution to the Party and the nation’s international engagement, further advancing amulti-channel and multidimensional approach to global communication.
